MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 26, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 26, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff was present for authorization to promote two employees to Lead Jail/Dispatch Positions; authorization to hire full-time jailer; authorization to hire full-time dispatcher; and K-9 contract approve/disapprove. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to promote Amanda Hinkel to lead jailer she will be going from $22.35 per hour to $23.00 per hour. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to promote Mary Lisa Meadows to lead dispatcher she will be going from $22.10 per hour to $23.00 per hour. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to hire Stacey Hein as full-time jailer; she will start at $17.29 per hour plus a $0.25 night shift differential per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to hire Sierra Siebersma as a full-time dispatcher; she will start at $17.29 per hour plus a $0.25 night shift differential per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the K-9 Contract with Alex Boyle for the lease of Trigger at a cost of $1.00 for the duration of service. During the lease period, Monona County shall provide for all veterinarian bills, food, and any incurred expenses for training. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Kevin Ewing, Sheriff; Patrick Prorok, EMA Director; Josh Schaben, Conservation Director; Jim Wigton, IT Director; Abby Riesberg, Treasurer; Don Thompson, VA Director Sandy Bubke, Zoning/Environmental Health Administrator; and Ian McConeghey, County Attorney. Absent were Kelly Seward, Recorder; Tim Peters, Assessor; Shawn Bellis and Deleta Huffman, Secondary Roads. Activities were discussed and information was shared. The Joint Board of Supervisors acting as Trustees of the McNeill Main Drainage District, held a teleconference on Tuesday, September 26, 2023 at 10:00 a.m. in the Basement Conference Room of the Courthouse in Onawa, Monona County, Iowa with Monona County Supervisor Chairman Bo Fox presiding. Other Monona County Supervisors present: Vince Phillips and Tom Brouillette. Absent: None. Others present: Peggy Rolph, Monona County Auditor, Gary Taylor, District Attorney, Bryan Phillips and Amy Borchardt-Sick, Monona County Drainage Clerks. Others present via zoom: John Straight and Brian Rife, Harrison County Board of Supervisors, Liz Lenz, Harrison County Drainage Clerk, Caleb Rasmussen, ISG Civil Engineer, Rachael Millage, ISG Graduate Engineer. A zoom meeting was scheduled with Harrison Count Board of Supervisors and ISG in regards to the UPRR letter requesting lowering of culverts at the two railroad crossings on the McNeill Main Drainage Ditch. After discussion, Caleb will modify the UPRR letter to include possible dates for the UPRR to be more willing to work with the District. Caleb will email an updated letter for approval before mailing to the UPRR. No action was taken. Secondary Roads Office Manager Deleta Huffman and Shawn Bellis, Secondary Roads Maintenance Superintendent were present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to award FY2024 propane contract to Agriland F.S. at the rate of $1.17 per gallon for approximately 16,800 gallons of propane. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve renting a mini excavator from MidCountry for $2,200 a month. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Assistant to the Engineer job description updates were discussed, no action taken. Discussion items were cutting edges, trimming trees at Blue Lake, and the upcoming chainsaw training class, no action taken. Present for the cleanup discussion on Hanner Salvage were Robert Hanner and Sandy Bubke, Zoning Administrator. The Supervisor informed Mr. Hanner that citizens have been complaining about debris on the road that has ruined tires and the overall look of the property. Mr. Hanner has agreed to clean-up the area. He will stay in contact with Supervisor Phillips during the process of cleaning-up the property, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve opening the 28E agreement for discussion on the Lewis & Clark Visitor Center. Michelle Matney, RML Architects and Randy Ping, Part-Time Temporary Custodian were present to discuss the window and door bids.
