City of Ute SPECIAL REGULAR MEETING Monday, April 8, 2024 – City Hall 5:30 p.m. The Ute City Council met with Mayor Henschen in special, open session on Monday, April 8 at 5:30pm in the Council Chambers, City Hall with the following council members present: Jimmy Carlson, Josh Gotto, Sue Kelm, Matt Leitz, Ryan Pithan. Also Present: City Clerk Megan Peitsch. Present virtually via zoom for Iowa League of Cities Training: Mickey Shields to reduce travel costs and time; Public Works Superintendent Lonnie Carlson due to medical reasons. The meeting was called to order at 5:31pm by Mayor Henschen. Motion by Gotto/JCarlson to approve the agenda. All Ayes. MC The Mayor, City Council, City Clerk, and Public Works Superintendent had a training session in regard to Iowa Code Chapters 21 and 22 (Sunshine Laws) presented via zoom by Mickey Shields with the Iowa League of Cities. The Mayor then began to introduce resolutions pertaining to the CDBG grant for the Water Tower administered by SIMPCO. City Clerk Peitsch explained that the CDBG files were being audited at SIMPCO and City files were missing signed hardcopies of the following five resolutions. It was recommended by SIMPCO that the following resolutions be passed again to have hardcopies for the City file as soon as possible. Motion by Leitz/Pithan to adopt the resolution adopting a CDBG procurement policy (RESOLUTION 2024-20). All Ayes. MC Motion by Pithan/Kelm to adopt the resolution adopting a policy on prohibition of the use of excessive force (RESOLUTION 2024-21). All Ayes. MC Motion by JCarlson/Leitz to adopt the resolution adopting an anti-residential displacement and relocation assistance plan for the City of Ute (RESOLUTION 2024-22). All Ayes. MC Motion by Gotto/Kelm to adopt the resolution adopting an equal opportunity policy statement (RESOLUTION 2024-23). All Ayes. MC The following resolution was updated with the most recent requirements and wording for compliance with the CDBG from the 2021 version. Motion by JCarlson/Pithan to adopt the resolution actively promoting fair housing (RESOLUTION 2024-24). All Ayes. MC. Motion by Gotto/Kelm to adjourn at 6:33pm. All Ayes.
