MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 19, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 19, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Deputy Auditor Sheri Streeter. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff was present to discuss the K-9 lease agreement. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table the K-9 Contract Lease agreement for clarification. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Randy Ping, Temporary Part-time Custodian was present to discuss the replacement of the windows and doors at the Courthouse, no action taken. Secondary Roads Office Manager Deleta Huffman and Secondary Roads Maintenance Superintendent Shawn Bellis were present for Secondary Roads business. Propane Bids for FY2024 were for as follows Agriland F.S. bid was $1.17 per gallon; Farm Service Cooperative bid was $1.20 per gallon; NEW Cooperative bid was $1.30 per gallon; Johnson Propane bid was $1.42 per gallon. All bids were for approximately 16,800 gallons of propane. Deleta will put a bid tab together for consideration at next week’s meeting, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table Motor Grader Blade Quotes for more information. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The board discussed the Country Club Road re-surfacing. Deleta will send a reply letter to the City of Onawa on the Country Club Road paving project. Discussion items were upcoming projects in the Ute area, fencing and security at the maintenance building, expiration of employee protective gear, snow removal and the closure of E60 road for tube replacements. No action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to hire Lisa Jones, as part-time temporary mentor for Drainage at the rate of $45 per hour not to exceed twenty hours a week. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried Velma Grell was present to discuss her situation with her property taxes. Velma is requesting a suspension on her property taxes for the current year. The Board suggested she try to reach out to other programs to help her with assistance. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to deny the suspension of property taxes for Velma Grell. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Bouillette to acknowledge receipt of manure management annual update for Windy Ridge, Facility #59953. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sandy Bubke, Zoning Administrator was present with updates on Zoning Commission meeting. Solar & Wind Turbine Ordinances were discussed. Sandy would like to get permits and water tests online on the Sidwell website in a fillable format for the public to use, discussion followed no action taken Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of September 12, 2023 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Phillips attended the SIMPCO meeting; he shared the information that was presented. Supervisor Fox attended the Monona County Board of Health meeting; he shared the information that was presented.
