MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 12, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 12, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips. Supervisor Absent: Tom Brouillette. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff was present for approval of job description for lead jail/dispatch position; authorization to post internally for posting two (2) lead jail/dispatch positions; authorization to advertise for full-time jailer or dispatcher; and K-9 contract lease agreement. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the job description for lead jail/dispatch position. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve internal posting for two (2) lead jail/dispatch positions. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox give Sheriff Ewing authorize to advertise for full-time jailer or dispatcher. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Phillips to table the K-9 Contract-Lease Agreement for further information. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman and Secondary Roads Maintenance Superintendent Shawn Bellis were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the first stage of tree clearing at Blue Lake. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Discussion items were quote for fencing at the Maintenance Shop, repairs at shop buildings at Soldier and Onawa, quotes for concrete at the LEC. No action taken. Drainage Clerk Amy Borchardt-Sick was present for Drainage business. It was moved by Phillips, seconded by Fox to abate certain drainage taxes assessed in error on: Onawa Drainage District ñ Parcel #834503225002. Total of assessments abated is $6.00. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. It was moved at 10:30 a.m. by Supervisor Fox, to go into closed session per Iowa Code 21.5(1)(c), seconded by Supervisor Phillips. Present for the closed session were Ian McConeghey, County Attorney and Gabe McKinley West Monona Work-Study Student. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. 2023-20 RESOLUTION PROPOSING TO SELL AT PUBLIC AUCTION BY SEALED BID TO THE HIGHEST BIDDER (MEETING THE MINIMUM BID REQUIREMENTS OF $500.00) FOR CASH CERTAIN PROPERTIES ACQUIRED BY MONONA COUNTY, IOWA AND SETTING TIME AND PLACE AND FIXING NOTICE FOR PUBLIC HEARING ON THE PROPOSED SALE WHEREAS, Monona County has acquired title to certain properties described as follows: A. Identified as: District/Parcel BLWM 8245-09-1-75-001 All that part of the Southeast Quarter of the Northeast Quarter (SE º NE º) of section nine (9), township eighty-two (82) North, range forty-five (45) West of the 5th P.M., Monona County Iowa. BE IT FURTHER RESOLVED that a public hearing on the proposed sale be held at the regular meeting of the Monona County Board of Supervisors on Tuesday, October 3, 2023 at 11:00 A.M. in the Board Room of the Monona County Courthouse at 610 Iowa Avenue in Onawa, Iowa. BE IT FURTHER RESOLVED that the Monona County Auditor is authorized and directed to publish notice of said hearing on the proposed sale in the two Monona County official newspapers on September 21, 2023. BE IT FURTHER RESOLVED that, in the event there are no objections to the proposed sale at the hearing set above, it is proposed to open seal bids for the above property on October 10, 2023 at 11:00 A.M. promptly in the Board of Supervisors Room of the Monona County Courthouse, Onawa Iowa. Nays: None. Motion carried. Randy Ping, Part-Time Temporary Custodian and Todd Wright, Global Glass was present to discuss the window and door project with the Board. Todd presented to the Board the various options for types of windows for the project. Discussion followed with no action taken. Present for the zoom meeting with Scott Kruse and Derrick Thomas, WHKS were Deleta Huffman, Secondary Roads Office Manager, Shawn Bellis, Secondary Roads Maintenance Superintendent, and Jim Wigton, IT Director. Scott reviewed the budget figures with the Board. He also stated that Crawford County would possibly be willing to help until Monona County gets an Engineer hired. An agreement will need to be drawn up between Monona County and Crawford County. Rock hauling and roads were discussed, no action taken.
