MONONA COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 3, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. oc’lock on Tuesday, October 3, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda with adding Resolution 2023-21 Resolution to sell at public auction by sealed bid with a minimum bid of $500 to the highest bidder for cash certain properties acquired by Monona County, Iowa. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Don Thompson, Veteran Affairs Director was present to present his resignation letter to the Board of Supervisor and to discuss options until a new director is hired. Don presented two options to the Board. The first option would to be keep the office open for limited hours until a suitable replacement has been found. The second option is Don’s last day of employment will be Friday, October 13, 2023. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to go with the first option; Don will remain on staff until someone is hired and trained with good working knowledge of the basics and are functional in their role of Veteran Affairs Director. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to advertise for a Veteran Affairs Director. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman and Secondary Roads Maintenance Superintendent Shawn Bellis were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve purchase of blades from Equipment Blades. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single phase 1/0 primary underground cable road crossing. Will be crossing form East side of Willow Avenue going to West crossing the right of way crossing location will be 190 feet North of the corner of 250th Street and go from right of way to right of way. Cable will be a minimum of 48 inches deep in Soldier Township (83N) (42N) section 13. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were vacated roads, the Field Technician job description, internal posting for Field Technician, gravel, and budget. No action taken. Drainage Clerks Bryan Phillips and Amy Borchardt-Sick were present for Drainage business. Others present were Gary Taylor, Attorney; Caleb Rasmussen, Project Engineer; and Rob Pekarek. The Monona County Board of Supervisors acting as Trustees of the McNeill Main Drainage District. Rob Pekarek, landowner of farmland adjacent to the McNeill Main Drainage Ditch in Section 23, Township 82 North, Range 45 West of Sherman Township presented a petition to install irrigation bridges over the McNeill Main Ditch. Rob will have plans developed to present to the Board before approval of the crossings. No action taken at this time. Rob Pekarek, landowner of farmland in Harrison County, Section 3, Township 81 North, Range 45 West presented a petition requesting the lowering of a culvert that outlets into the McNeill Main Ditch. The petition is filed for Section 3 and should be for Section 2. Lowering of the culvert would not exceed two feet. Rob had conversation with Secondary Roads Department from Harrison County and was advised to seek approval from the Monona County Board of Supervisors before any work can be done. Caleb stated this would be a secondary roads issue to have the ditch cleaned of silt and debris as the ditch is not a lateral to the McNeill. Monona County Board of Supervisors have no objection to this petition. The Monona County Drainage office will notify Harrison County Board Supervisor, Brian Rife of the situation. If Monona County needs to approve the petition, it will be addressed at a later scheduled meeting. No action taken. It was moved by Phillips, seconded by Fox to approve the McNeill Intercounty Drainage District-Phase 1 Main Open Ditch Repairs Application for Partial Payment for Change Order No. 2 in the amount of $25,464.80. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette to approve the McNeill Intercounty Drainage District-Phase 1 Main Open Ditch Repairs Application for Partial payment for Pay App No. 5 in the amount of $88,985.46. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette to approve the Union Pacific Rail Road letter drafted by ISG. A clean copy of the letter will be presented for signature by the Chairman and Auditor at a later scheduled meeting. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The Oliver Lake Lateral 1 Cleanout project was discussed. Present were Gary Taylor, Attorney and Caleb Rasmussen, Project Engineer. It was moved by Fox, seconded by Phillips to direct Caleb Rasmussen with ISG to prepare an Engineer’s report and a pre-classification report for the Oliver Lake Lateral 1 Cleanout Project. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Adam Hadden, Burgess Public Health was present to discuss COVID vaccines for long-term care facilities. Adam asked permission to purchase COVID vaccines for the long-term care facility residents and staff with the Public Health budget. He stated that Medicare would reimburse part of the cost of the vaccine. Discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table authorization to purchase COVID vaccines for the long-term care facilities for more information and so the County could check with the State Auditor. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. It was moved by Supervisor Phillips, seconded by Supervisor Fox to open the Public Hearing regarding the sale of three pieces of property owned by the County at 11:00 a.m. Vote on motion: All Ayes. Motion carried. With no one present to object to the sale, it was moved by Supervisor Phillips, seconded by Supervisor Fox to close the hearing at 11:10 a.m. Vote on motion: All Ayes. Motion carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NUMBER 2023-21 RESOLUTION TO SELL AT PUBLIC AUCTION BY SEALED BID WITH A MINIMUM BID OF $500 TO THE HIGHEST BIDDER FOR CASH CERTAIN PROPERTIES ACQUIRED BY MONONA COUNTY, IOWA WHEREAS, Monona Board has acquired title to certain property described as follows: A. Identified as: District/Parcel BLWM 8245-09-1-75-001 All that part of the Southeast Quarter of the Northeast Quarter (SE º NE º) of section nine (9), township eighty-two (82) North, range forty-five (45) West of the 5th P.M., Monona County Iowa. Jim Wigton, IT Director was present to review the three options for panic button with the Board. The three options are Alpha Wireless for $14,466, SecureTech for $13,844, and Aegix-Aim for $5,080. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to select Aegix-Aim for the panic buttons. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Bid opening for a county vehicle were as follows Mac’s Chevrolet, Inc. for a 2023 Chevrolet Traverse AWD 4 door LS w/1LS for $34,537 and for a 2023 Chevrolet Tahoe 4WD 4 door LS for $55,178. Woodhouse Chevrolet bid for a 2023 Chevrolet Traverse LT was $37,974 and for a 2023 Chevrolet Tahoe LT the bid was $65,419. Motion was made by Supervisor Fox, seconded by Supervisor Philips to table the purchase a County vehicle to check availability of the vehicles. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of September 26, 2023 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Phillips attended the Siouxland Regional Transportation System and Siouxland Regional Public Housing Authority meetings; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve General Ledger Journal Entry correction for Zoning/Environmental Health to correct accounts. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of Manure Management Annual update for TMís Pork Producers, LLC facility #64882. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Homestead and Military applications and the tax credit applications for 65 plus were reviewed, no action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette not to have a Board of Supervisorís meeting on Tuesday, November 7, 2023. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the credit card application for the Monona County Attorney with a limit of $1000 to be used for county business, Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The application for the Building Maintenance/Grounds Position was reviewed, Auditor Rolph will setup an interview time with the applicant. No action taken.
