MONONA COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 24, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, October 24, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips and Tom Brouillette arriving at 8:35 a.m. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Zach Terry, Sunset at Blue Oasis RV Park was present to discuss with the Board his plans for Blue Oasis RV Park, what has been added in 2023, and if any other additions will be added in the future. The rebate agreement was discussed, no action taken. Sandy Bubke, Zoning Administrator was also present. Secondary Roads Office Manager Deleta Huffman and Lucas Morton, Secondary Roads Mechanic Shop Foreman were present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve six month wage increase for Terry Watson Jr. he will be going from $22.34 per hour to $23.58 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Janet Ryan, Mayor of Blencoe was present to discuss having a four way stop at K45 and E60 that runs through Blencoe. It is a concern of the citizens of Blencoe that someone will be injured because the vehicles are not slowing down when they drive through the town of Blencoe. This request will be looked into, no action taken. Lucas Morton, Secondary Roads Mechanic Shop Foreman was present to review Secondary Road’s equipment with the Board, discussion followed. No action taken. Ian McConeghey, County Attorney and Gabe McKinley, West Monona Work Study Student were present for pending litigation. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to go into closed session at 10:30 a.m. for pending litigation per Iowa Code 21.5 (1)(c). Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 10:35 a.m. it was moved by Supervisor Phillips, seconded by Supervisor Brouillette to come out of closed session. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to accept the offer from TK Elevator with a mutual release. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sandy Bubke, Zoning Administrator was present for the Sidwell Quote recommendation from the Zoning Commission. The quote from Sidwell is for GIS Professional Service online permitting. Which will allow residents of Monona County to fill out permits for construction, private water wells, on-site wastewater, permit status dashboard developments and hyperlinking of historic permits. With the optional permitting of development for five additional permit types which are floodplain, subdivision, variance, rezoning, and special use. Discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the quote from Sidwell in the amount of $8,640 for the permitting and $4,800 for the optional services for a total of $13,440. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Jim Wigton, IT Director was present to discuss the panic buttons and phone issues. Jim stated that the kickoff for the panic buttons would be November 14, 2023. For the phone issues he has been in contact with T1 and Long Lines to try to find answers to the dropped calls and the calls not getting through to the Courthouse. Discussion followed, no action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of October 17, 2023 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve General Ledger Journal Entry correction for the Auditor to correct accounts. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve wage increase for Stacey Hein for becoming jail certified. She will be going from $17.54 per hour to $19.45 per hour plus $0.25 per hour for night shift differential per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of the Recorder’s Quarterly Report of fees collected. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette acknowledge receipt of letter from DNR regarding notice of violation 567 Iowa Administrative Code (IAC) 100.4 General Conditions of Solid Waste Disposal. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
