MONONA COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 17, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, October 17, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips and Tom Brouillette arriving at 8:35 a.m. Supervisor Absent: None. Also, present was Auditor, Peggy A. Rolph and Deputy Auditor Sheri Streeter. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Amy Bjork, Dorsey & Whitney, LLC was present via phone to discuss the 2023 Urban Plan Amendment and Sunset at Blue Oasis RV Park TIF rebate agreement. Amy suggested that the Board of Supervisors meet with Zach Terry, Sunset at Blue Oasis RV Park to find out what will be added in 2023 and discuss the goal for the agreement, no action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize the Chairmanís signature on letter authoring Dorsey and Whitney as legal counsel for Monona Countyís 2023 Urban Renewal Plan Amendment and Blue Oasis TIF Agreement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips: RESOLUTION 2023-22 Resolution Setting Date for Public Hearing on Designation of the Expanded Monona County Urban Renewal Area and on Urban Renewal Plan Amendment WHEREAS, the Board of Supervisors (the “Board”) of Monona County, Iowa (the “County”) by resolution previously established the Monona County Urban Renewal Area (the “Urban Renewal Area”) and adopted an urban renewal plan (the “Plan”) for the governance of projects and initiatives to be undertaken therein; and WHEREAS, a proposal has been made which shows the desirability of expanding the Urban Renewal Area to add and include all the property (the ìPropertyî) described on Exhibit†A hereto; and WHEREAS, this Board is desirous of obtaining as much information as possible from the residents of the County before making this decision; and WHEREAS, an amendment (the “Amendment”) to the Plan has been prepared which (1) covers the addition of the Property to the Urban Renewal Area; and (2) authorizes the undertaking of a new urban renewal project in the Urban Renewal Area consisting of providing tax increment financing support to Main Street Rentals, LLC in connection with the development of a campground including cabins and a community building; and WHEREAS, portions of the Property lie within or within two miles of the incorporated limits of the City of Onawa, Iowa (the “City”), and pursuant to Section 403.17, the County must enter into a joint agreement (the “Joint Agreement”) with the City in order to exercise urban renewal authority over such portions of the Property; and WHEREAS, it is now necessary that a date be set for a public hearing on the expansion of the Urban Renewal Area and on the Amendment; NOW, THEREFORE, Be It Resolved by the Board of Supervisors of Monona County, Iowa, as follows: Section 1. This Board will meet at the Monona County Courthouse in the Board of Supervisor’s Room, Onawa, Iowa, on November 21, 2023, at 11:00 a.m., at which time and place it will hold a public hearing on the designation of an expanded Urban Renewal Area as described in the preamble hereof and on the Amendment. Section 2. The County Auditor shall publish notice of said hearing, the same being in the form attached to this resolution, which publication shall be made in a legal newspaper of general circulation in the County, which publication shall be not less than four†(4) and not more than twenty†(20) days before the date set for the hearing. Section 3. Pursuant to Section†403.5 of the Code of Iowa, the County Auditor is hereby designated as the County's representative in connection with the consultation process which is required under that section of the urban renewal law. Section 4. The proposed Amendment is hereby submitted to the County’s Planning and Zoning Commission for review and recommendations, as required by Section†403.5, Code of Iowa. Section 5. The County Auditor is hereby authorized and directed to present the Joint Agreement to the City for approval, execution and delivery to the County prior to the public hearing on November 21, 2023. Rolph MONONA COUNTY AUDITO Secondary Roads Office Manager Deleta Huffman and Secondary Roads Maintenance Superintendent Shawn Bellis were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve 25-year wage increase for Bruce Parker. Bruce will go from $26.10 to $26.15 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were Vacated Road, waiting for the County Attorney to get back to them in reference to notice, Ordinance #37, E16 project, Field Technician Job Description and internal posting for Field Technician, bids for building repair and tree removal, no action was taken. Randy Ping, Temporary Part-time Custodian and Michelle Matney, RML Architect via phone call were present for the window and door replacement project. Replacing just the glass in the windows was discussed. Michelle said she had reached out to window contractors and they said it could be done. For the doors, we would be replacing door #1 and #10 and re-sealing all the other doors. Michelle will be redoing the bid documents and sending them out. No action was taken. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the minutes of October 10, 2023 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillip, seconded by Supervisor Brouillette to approve General Ledger Journal correction entries for Secondary Roads to correct accounts and date. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the General Ledger Journal correction entries for Salary and Benefit to correct accounts. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve/disapprove Homestead and Military Applications that were presented. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The tax credits for 65 plus applications were reviewed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve/disapprove Tax Credits for 65 Plus Applications that were presented.
