MONONA COUNTY BOARD OF SUPERVISORS MEETING NOVEMBER 22, 2022 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, November 22, 2022 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Randy Ping, Temporary Part-time Custodian was present to update the Board on the projects he is working on. Discussion followed with no action taken. Peggy A. Rolph, Auditor asked for authorization to advertise for Drainage Clerk. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to give Auditor Rolph authorization to advertise for Drainage Clerk. Vote on motion: All Ayes. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to set public hearing date for the road vacations on November 29, 2022 at 10:30 a.m. Vote on motion: All Ayes. Motion carried. Discussion item was tree cutting training, no action needed. Abby Riesberg, Treasurer was present to request a refund of taxes paid from the City of Ute. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Treasurer to refund taxes paid by the City of Ute in the amount of $45.00. Vote on motion: All Ayes. Motion carried. Supervisor Phillips introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2022 - 38 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the Monona County Treasurer that a parcel which is exempt from taxes CNMV #8443-24-3-00-002, owned by Monona County, has delinquent tax for 2021 in the amount of $2.00 plus $1.00 penalty which is payable 2022-2023. WHEREAS, the administration in accordance with Chapter 427.3 is impractical to collect, the County Treasurer has asked the Board to abate these taxes by resolution. BE IT HEREBY RESOLVED that the past and current year tax concerning CNMV #8443-24-3-00-002 are hereby abated. Passed and approved this 22nd day of November 2022. Rolph, Monona County Auditor Supervisor Brouillette moved to introduce and adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION 2022-39 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the City of Blencoe has filed a Petition for Title to Abandoned properties; and WHEREAS, according to Iowa Code Section 569.8(4) gives free title as to past general taxes, and special taxes which are past due on any special assessment already certified to the County on said properties; BE IT HEREBY RESOLVED, to direct the Monona County Treasurer to abate taxes as follows: BLWM Parcel #8245-09-1-77-006 previously owned by Nationwide Real Estate, Inc. with taxes owed and payable for the year 2020 for a total of $119.00 including penalty and costs. Taxes owed and payable for the year 2021 for a total of $203.00 including penalty and costs. Passed and approved this 22nd day of November 2022. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to purchase a TV and audio-video system for the boardroom. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the minutes of November 15, 2022 as read. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve claims. Vote on motion: All Ayes. Motion Carried. Supervisor Phillips attended the SIMPCO and Siouxland Regional Transit System meetings, he shared the information presented. Supervisor Brouillette attended the West Central Community Action meeting, he shared the information presented. Supervisor Fox attended the Monona County Board of Health meeting, he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve General Ledger Journal Entry correction to correct accounts for the Treasurer. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of Shannon McDonaldís resignation letter as Drainage Clerk. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairmanís signature on the flex renewal and third party administration service agreement. Vote on motion: All Ayes. Motion carried. Supervisor Phillips left the meeting at 10 a.m. It was moved by Supervisor Fox, seconded by Supervisor Brouillette to hereby adjourn at the hour of 10:38 a.m. o’clock. Vote on motion: All Ayes.
