MONONA COUNTY BOARD OF SUPERVISORS MEETING NOVEMBER 14, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, November 14, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vincent Phillips arriving at 10:30 a.m. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Frank Huseman, Operations Manager NEW Cooperative, Inc. was present to thank Monona County for their support and applying for the Maritime Administrationís Port Infrastructure Development Program (PIDP) Grant on behalf of NEW Cooperative. Monona County/NEW Cooperative, Inc were notified that the grant application was approved, for $10,262,240 with a 20% match from NEW Cooperative of $2,565,560 for a total of $12,827,800, no action taken. Kevin Ewing, Sheriff was present to inform the Board that he met with the City of Blencoe regarding K45. The City of Blencoe would like to see something done at the intersection of K45 and E60. They discussed the following possibilities a four-way stop sign at the intersection of K45 and E60, rumble bars added before the stop sign, reduction in speed, cameras, and a patrol car in the area. Discussion followed, no action taken. Secondary Roads Office Manager Deleta Huffman and Shawn Bellis, Secondary Roads Maintenance Superintendent were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of resignation letter from Jesse Rayevich as an Operator III. Vote on motion: Ayes: Fox and Brouillette. No action taken. Drainage Clerk Amy Borchardt-Sick was present for Drainage business. It was motioned by Fox, seconded by Brouillette to approve the McNeill Intercounty Drainage District-Phase 1 Main Open Ditch Repairs Application for Partial Payment No. 6 in the amount of $180,092.19 to Hendrickson Transportation, LLC. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2023-26 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the Monona County Assessor that a correction, due to an error in assessment, is needed and WHEREAS, the administration in accordance with Chapter 443.19 states that no failure of the owner to have such property assessed or to have the errors in the assessment corrected, the County Assessor has asked the Board to abate the taxes by resolution. BE IT HEREBY RESOLVED per Iowa Code 427.10 that the 2022 taxes to be collected in 2023 - 2024 totaling $1,080 including interest of $16 concerning parcel SCCU #8442-27-4-99-001 for NEW Cooperative, Inc are hereby abated. The Supervisors along with the Auditor attended a team’s meeting with MARAD along with other grant recipients that were awarded the Maritime Administration’s Port Infrastructure Development Program (PIDP) Grant. Monona County applied for the Maritime Administration's Port Infrastructure Development Program (PIDP) Grant on behalf of NEW Cooperative, Inc. Donovan Murray, Senior Grant Management Specialist Program Analyst Office of Port Infrastructure Development will be the Countyís main point of contact at MARAD. Donovan introduced the other staff members present on the call. The next steps of the grant process were reviewed. Donovan stated that he would be reaching out set up meetings with Monona County/NEW Cooperative, Inc to discuss specific project details such as the scope, schedule, and any changes since the grant was submitted.
