MONONA COUNTY BOARD OF SUPERVISORS MEETING MAY 9, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, May 9, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff, was present for authorization to hire part-time on-call jailer/dispatchers and for bids on doors. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize Sheriff Ewing to hire Zach Brown and Sandy Tollufsen as part-time on-call jailers/dispatchers at the rate of $17.00 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion Carried. Nays: None. Motion carried. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve right of way easement contract with Michael Mordhorst, BROS-SWAP-C067(93)óFE-67. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 23-12 The Board of Supervisors consents to the recommendation of the County Engineer to hire Samuel Hanson to fill a Seasonal Roadside Operator position at a Start rate of $19.00 per hour. Seasonal employment dates will be April through September. Discussion items were patching roads, E-16, culvert project, signs and posts that were burnt from the fires, and rock. No action was taken. It was moved by Fox, seconded by Brouillette to adopt Resolutions Levying Special Assessments in the Kennebec Drainage District; Little Sioux InterCounty Drainage District; McCandless Intercounty Main Drainage District, McCandless Laterals 4, 8 and 10; Nagel Drainage District; New Farmers Main Drainage District, New Farmers Laterals 2, 3, 4, 5N and 6; Sandhill-Lakeport InterCounty Drainage District; Soldier Valley Drainage District; Upper Soldier Drainage District; and Woodbury-Monona Laterals 4, 5, 6, 7 and 8. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Resolutions are placed on file at the Drainage Office. It was moved by Phillips, seconded by Fox to approve the petition of Tim Hodgson requesting that Gray Lateral F be spot cleaned from Mango Ave East along 280th St. Vote on motion: Ayes: Phillips, Fox and Brouillette. Nays: None. Motion Carried. Goslar Construction has been contacted, being the next contractor on our Contractors List, and has indicated he plans to begin the work the week of May 15, 2023. Goslar suggested that the spoils be placed on the adjacent dirt road. Dave Brown, Secondary Roads Foreman, was contacted and agreed that they would level the spoils. Jim Wigton, IT Director, and Kevin Ewing, Sheriff, were present for approval for panic buttons, Microsoft Office 365, upgrading the website, and computers for the courthouse and Sheriffís Office. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve panic buttons for the Courthouse through Alpha Wireless for $14,466 using ARPA funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve Microsoft Office 365 upgrade for the Courthouse and Sheriffís Office for $21,303.75 using ARPA funding. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve to upgrade the Monona County website not to exceed $15,000 using ARPA funds. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox seconded by Supervisor Phillips to approve upgrading the computers in the Courthouse for $33,987 and the Sheriffís Office and patrol vehicles for $74,452.56 plus $3,984 for Datto backup using ARPA funds. Kelly Parsley, Deputy Auditor, was present for the review of the World Insurance Associates, LLC proposal for life an AD&D Insurance, additional life insurance, short term disability insurance. The proposal was discussed with no action was taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the minutes of May 2, 2023 as read. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairman’s signature on status/payroll change report for a three-month wage increase for Bryan Phillips. He will be going from $17.00 per hour to $17.51 per hour per original hiring agreement. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Abstaining: Phillips. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on MOU with the Office of the Chief Information Officer (OCIO), Iowa Department of Management for CrowdStrike Migration Initiative for CrowdStrike software installation.
