MONONA COUNTY BOARD OF SUPERVISORS MEETING MARCH 26, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. oíclock on Tuesday, March 26, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present were Auditor Peggy A. Rolph and Wray Wright. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda with changing the extended leave to leave without pay Non-FMLA. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairmanís signature on SIMPCO contract for administration of the MARAD Grant. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Kevin Ewing, Sheriff; Abby Riesberg, Treasurer; Josh Schaben, Conservation Director; Shawn Bellis, Secondary Roads Maintenance Superintendent; Deleta Huffman, Secondary Roads Office Manager; Sharon Gries, Chief Deputy Assessor; Kelly Seward, Recorder; Haley Bryan, County Attorney; and Patrick Prorok, EMA Director; Mark Witzel, Veteran Affairs Director; Absent were Jim Wigton, IT Director, and Sandy Bubke, Zoning/Environmental Health Administrator. Supervisor Fox informed the Elected Officials that the State Auditor is requesting that yearly employee evaluations are done. Activities were discussed and information was shared. Amy Borchardt-Sick, Drainage Deputy, and Tammy Blinde, Drainage Clerk were present for Drainage business. Also present were ISG Engineers, Caleb Rasmussen, and Rachael Millage, Lonnie Campbell, City of Onawa Mayor and John Casady, City of Onawa Director of Public Works. To address the City of Onawaís petition for cleanout of the Oliver Lake Lateral No.1 received on March 3, 2020, it was the Engineers opinion that that a full cleanout of Oliver Lake lateral No.1 Main Open Ditch will not materially improve the Cityís current condition. Engineers for ISG recommended a targeted removal of sediment where the banks have sloughed and establishing a pilot channel in the bottom. This would leave stable vegetated side slopes undisturbed and keep all work in the existing right-of-way. ISG will proceed with the plans for the targeted cleanout. ISG Engineers presented four Options for the McNeill Main Ditch Cleanout to the Board for the Union Pacific Railroad Crossing. Discussion followed, no action taken. Secondary Roads Office Manager Deleta Huffman and Secondary Roads Maintenance Superintendent Shawn Bellis were present for Secondary Roads business. Bids were as follows for the snowplow trucks: Boyer Trucks bid was for $398,746. for a Western Star 4700 6X4 snowplow truck. Rees Truck & Trailer no bid and Wickís Truck Trailers, Inc no bid. A bid tab will be put together for the next Board of Supervisors meeting. Scott Kruse WHKS was present via zoom to discuss the DOT budget and five-year plan. Also discussed was amending the current five-year plan for a rock project, FEMA funding from 2019, road vacations, and weekly staff meetings. No action taken. Present along with the Supervisors and Auditor were via phone Jack Reed, INCS; Shawn Bellis, Secondary Roads Maintenance Superintendent; Deleta Huffman, Secondary Roads Office Manager; and Kelly Parsley, Deputy Auditor. The potential request for leave without pay Non-FMLA was discussed, no action taken.
