MONONA COUNTY BOARD OF SUPERVISORS MEETING MARCH 19, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, March 19, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips and Tom Brouillette arriving at 8:35 a.m. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Patrick Prorok, EMA Director was present to discuss the Medical Examiner and establishing Death Investigators. The contract for the death investigators was reviewed and discussed, no action taken. Also present were Kevin Ewing, Sheriff and Shawn Bellis, Secondary Roads Maintenance Superintendent. Sheriff Kevin Ewing was present to discuss the skid loader, no action taken. Secondary Roads Maintenance Superintendent Shawn Bellis and Mechanic Shop Foreman Lucas Morton were present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the Chairmanís signature on letter to Marx Distribution for permission to apply dust control on county roads. Vote on motion: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve soliciting/accepting quotes for foreman pickup. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were equipment, putting inventory on Fleetio, Shawn attended the Weed Commissioners Conference and retirement plaque, no action taken. Drainage Deputy, Amy Borchardt-Sick, and Drainage Clerk, Tammy Blinde were present for Drainage business. It was moved by Brouillette, seconded by Fox to approve the Spraying bid for the 2024 Crane and Sherman Ditch provided by Nathan Reffer from B&W Spraying. The bid is on file in the Drainage Office. Vote on Motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Debie Lahr, Burgess Public Health Promotion Coordinator and Learning for Life Supervisor; Kaylee Kirkpatrick and Jill Hanner Burgess Public Health Parent Educator Learning for Life; Paula Nagel, West Central Community Action; Amber Jones, Burgess Mental Health; and Caitlin Bliek, Family Inc. were present for child abuse prevention month and requested the Supervisor declare April as Child Abuse Prevention Month. Debie requested that everyone wear blue on Fridays in April. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to sign the Proclamation declaring April as Child Abuse Prevention Month. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the minutes of March 12, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox attended the Monona County Conservation Board Meeting and the Board of Health Meeting. He shared the information presented, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve Class B Liquor License renewal for Onawa Blue Lake KOA. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table wage increase for Mark Witzel until the Veteran Affairs Commission meets and approves the increase. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of Manure Management Annual Report for Scott Johnson facility #59950. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. It was moved by Supervisor Fox, seconded by Supervisor Phillips to hereby adjourn at the hour of 11:27 a.m. oíclock.
