MONONA COUNTY BOARD OF SUPERVISORS MEETING MARCH 12, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, March 12, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette. Supervisor Absent: Vince Phillips. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda with adding internal posting for Operator II in Mapleton. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Patrick Prorok, EMA Director was present to discuss the Medical Examiner and death investigators. The death investigators will have to attend school to become certified. Patrick will meet with the County Attorney to create a contract between the county and death investigators. No action taken. Secondary Roads Office Manager Deleta Huffman was present for Secondary Roads business. Supervisor Brouillette introduced and moved to adopt the following Resolution, Seconded by Supervisor Fox. RESOLUTION NO. SR 24-10 WHEREAS, the Board of Supervisors is empowered under authority of the Sections 321.236, 321.255 and 321.345 of the Iowa Code to designate any Secondary Road intersection under their jurisdiction as a STOP intersection and to erect STOP signs at entrances to such intersections, and WHEREAS, the City of Blencoe has requested and Contract County Engineer agrees that a stop sign be erected at the intersection of K45 and E60 with north and south bound traffic on K45 and E60 approaching said intersection being required to stop. City of Blencoe has agreed to compensate Monona County for one half of expenses incurred for the installation and agrees to pay all maintenance and upkeep of requested STOP sign. The stop sign maintenance shall be completed by Monona County. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF MONONA COUNTY that a stop sign shall be erected at the intersection of K45 & E60. No action taken. Drainage Deputy Amy Borchardt-Sick and Drainage Clerk Tammy Blinde were present for Drainage business. Joseph Oliver Petition was discussed, ISG recommended an 18î tube be installed for section 14, Ashton Township. Joseph Oliver will pay for the 18î tube and any expenses from ISG. It was moved by Fox, seconded by Brouillette to approve the 18î tube recommendation. Vote on motion: Ayes: Fox, and Brouillette. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette to add Tammy Blinde to US Bank and United Bank of Iowa accounts. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. It was moved by Brouillette, seconded by Fox to remove Bryan Phillips from the US Bank and United Bank of Iowa accounts. Vote on motion: Ayes: Brouillette and Fox. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to set the public hearing for the FY 2025 proposed property tax notice at 8:05 a.m. on April 2, 2024. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Auditor to publish the FY 2025 Proposed Property Tax Levy Public Hearing Notice. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. At 11:00 a.m., Supervisor Fox made the motion, seconded by Supervisor Brouillette to open the public hearing for Lloyds Addition Subdivision, A-1 agricultural district to R-2 Suburban Residential District. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Present for the public hearing was Sandy Bubke, Zoning Administrator there were no written or oral objections. Upon conducting the hearing and considering the materials therein presented, Supervisor Fox caused to be read and moved the adoption of the following ìResolution Suspending Rules and Placing Proposed Monona County Ordinance No. 70 on for Final Consideration and Vote [Section 336.302 (5) ICA]î.
