MONONA COUNTY BOARD OF SUPERVISORS MEETING JANUARY 30, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, January 30, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips.  Supervisor Absent: None.  Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Charlie Persinger, Monona County Economic Development and Patrick Prorok, EMA Director were present for considering the proposal to administer the USDOT MARAD Grant. The board reviewed responses to the RFP for services to administer the DOT MARAD Grant. SIMPCO was the sole responding party. The Board discussed SIMPCOís ability to administer the grant and help Monona County comply with regulations so the grant is successfully executed. The also discussed SIMPCOís past performance and their proposed fee. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to accept SIMPCOís proposal for grant administration services. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to set the public hearing date and time for the FY 2024 Budget Amendment. The public hearing will be February 20, 2024 at 11:30 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Patrick Prorok, EMA Director; Kevin Ewing, Sheriff; Sandy Bubke, Zoning/Environmental Health Administrator; Abby Riesberg, Treasurer; Josh Schaben, Conservation Director; Kelly Seward, Recorder; Haley Bryan, County Attorney; and Jim Wigton, IT Director. Absent were Shawn Bellis, Secondary Roads Maintenance Superintendent; Mark Witzel, Veteran Affairs Director; and Tim Peters, Assessor.  Activities were discussed and information was shared. Drainage Clerk Bryan Phillips and Drainage Deputy Amy Borchardt-Sick were present for Drainage business. Present for the Onawa 11th Street Drainage improvement discussion was Veenstra & Kimm engineer, Patrick Mouw. Engineer Mouw presented amended specs and plans for the 11th Street Drainage Improvements in the Onawa Drainage District on February 16, 2024. A motion was made to tentatively approve the amended specs and plans, but no motion was made to set the public hearing. It was motioned by Fox, seconded by Phillips to set the public hearing for the 11th Street Drainage Improvements for February 20th, 2024 at 10 a.m. in the Basement Conference Room of the Courthouse in Onawa, Monona County, Iowa. Vote on motion: Ayes: Phillips and Brouillette. Nays: None. Motion carried. Trapping permits and boundaries for the Supervisor Districts were discussed. Scott Gygi and Mike Kennedy returned a trapping permit along with their furbearer license and habitat stamp. Tony Bloyer, an interested party, failed to return the proper paperwork by the December 15, 2023 deadline. It was moved by Fox, seconded by Brouillette to split the supervisor districts between Scott Gygi and Mike Kennedy, and have Tony Bloyer on call as needed. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Supervisor Phillips introduced and moved to adopt the following Resolution, Seconded by Supervisor Brouillette. RESOLUTION NO. SR 24-06 Be it resolved by the Board of Supervisors of Monona County, Iowa, that the following rates be set for payment of fence removal and replacement to the property owners, on construction projects: Removal: $1.50/foot Woven fence 47”: $5.30/foot Barb top & bottom 2 Steel 1 wood Barbed fence 5 wire: $3.50/foot 2 Steel 1 Wood Electric fence: $1.25/foot 24’ post spacing End Brace: $265.00 (includes labor, posts & braces) Corner Brace: $465.00 (includes labor, post & braces) Mileage: $2.00 per mile both ways These prices reflect the prices as quoted by a local contractor for the removal and reinstallation of the existing fencing material.  These prices will remain in effect until further notice. Motion was made by Supervisor Phillips, seconded by Supervisor Fox for authorization to accept quotes for one pickup and two snowplows. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve request to perform work within county right of way by Iowa State University-Weber Fisheries Ecology and Management Lab Seth Renner. One will be located in section 18, Township 84N, Range 44W on L-14 one ten-foot section of 4î PCV will be attached below the bridge on the downstream side of a single bridge pier within the portion of the river channel with the greatest flow. The PCV will be attached to bridge pier with stainless steel pipe straps, stainless steel threaded anchor rods, nuts and lock nuts, and concrete anchor epoxy. Placement will occur from the water below the bridge either by wading or using a small boar abutting the bridge pier. No work will occur on the road, within the roadbed or shoulders, or bridge deck right of ways. This PVC housing will hold a fish-tracking receiver for fisheries research. Haley Bryan, County Attorney and Sarah Delanty, Assistant County Attorney were present to discuss a wage adjustment for Assistant County Attorney. It was proposed that Sarah would work 30 hours per week instead of the 20-24 hours a week and her pay will go from $43,682 to $57,408 per year and receive health insurance benefits, discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the proposed changes for the Assistant County Attorney Sarah Delanty. She will be going from $43,682 to $57,408 per year, will work 30 hours per week, and receive health insurance benefits. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. The Supervisors started the budget work sessions and reviewed presented budgets from Haley Bryan, County Attorney; Kelly Seward, Recorder; Jim Wigton, Information Technology; Supervisors and Peggy Rolph, Auditor. No action was taken.
