MONONA COUNTY BOARD OF SUPERVISORS MEETING JANUARY 17, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, January 17, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: All Ayes. Motion carried. Sheriff Pratt was present to inform the Board that he had been approached by the City of Mapleton for the County to take over policing the City of Mapleton. Discussion followed with no action taken. Secondary Roads Grievance #15765 was discussed, no action was taken. Secondary Roads Engineer Dustin Wallis was present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve final acceptance of work agreement form 640003RC-C067(088) Barge Road. Vote on motion: All Ayes. Motion carried. Discussion items were rock on road for soft spots and survey on Plum Avenue. Engineer Patrick Mouw presented Preliminary Plans and an Engineer’s Estimate of project cost to the Board of Supervisors on the cleanout project for Oliver Lake Lateral ì1î with updated figures based on a 3:1 slope along the entire ditch. It was moved by Fox, seconded by Phillips to approve the 3:1 slope plan that was presented. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. On September 6, 2022 engineering fees in the amount of $9,400.00 were approved. As a result of the updated plan, it was moved by Phillips, seconded by Brouillette to approve hourly fees exceeding the $9,400.00, but to not exceed an additional $10,000.00 amount. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. The Board reviewed the Supervisor’s budget with Auditor Rolph. No action was taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the minutes of January 10, 2023 as read. Vote on motion: All Ayes. Motion Carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve claims. Vote on motion: All Ayes. Motion Carried. Supervisor Fox attended the Monona County Conservation and Monona County Public Health meetings, he shared the information presented. Supervisor Phillips attended the SIMPCO meeting, he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of Clerk of Court report of fees collected for December 2022. Vote on motion: All Ayes. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of the Sheriffís report of fees collected for December 2022. Vote on motion: All Ayes. Motion carried. Randy Ping, Temporary Part-Time Custodian did not have an update on the UV lighting. Changes to the handbook were discussed, no action was taken. It was moved by Supervisor Phillips, seconded by Supervisor Fox to hereby adjourn at the hour of 12:38 p.m. o’clock. Vote on motion: All Ayes.
