MONONA COUNTY BOARD OF SUPERVISORS MEETING JANUARY 16, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, January 16, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Vice-Chairman Brouillette presiding. Other, Supervisors present: Vince Phillips.  Supervisor Absent: Fox.  Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Brouillette, and Phillips. Nays: None. Motion carried. Jim Wigton, IT Director and Kevin Ewing, Sheriff were present to open bids for the camera system and plumbing at the Law Enforcement Center. Camera system bids for the LEC were as follows Electronic Engineering bid was $42,537.99. Thompson Solutions Group bid was $88,407.51. Incontrol Electronics bid was $39,270. Bids for two cameras in the Annex were as follows Electronic Engineering bid was $1,552.34. Thompson Solutions Group bid was $2,327.42. The bids for the camera systems will be reviewed and approved/disapproved during the next Board of Supervisors meeting, no action taken. The bids for the plumbing update at the Law Enforcement Center are as followed Griffith Plumbing bid was $4,700 and it includes moving the washer and dryer, run water lines, install dryer vent, cut in 12” floor sink to install owner provided three well sink and faucet, fix Woodford wall hydrant in garage and shorten water lines with no electrical work. Kuhlmann Home Improvements bid was $17,288.90 and it includes Sterling Water Softener modelóDHFM300-SB, moving the washer and dryer, drill hole though concrete wall and connect to water lines and sewer in basement, extend electrical to garage for washer and dryer, add hose bids by garage door to hook hoses for extra water in garage, hook up kitchen three well sink, and shorten water lines. The bids for the plumbing bids will be reviewed and approved/disapproved during the next Board of Supervisors meeting, no action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the window/door contract with Global Glass. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman and Shawn Bellis Secondary Roads Maintenance Superintendent were present for Secondary Roads business. Also present were Kevin Ewing, Sheriff, Janet Ryan, City of Blencoe Mayor, and Chip Collison, City of Blencoe Maintenance. Blencoe City Council moved to approve two additional stop signs and two stop ahead signs located north and south on K45 and are asking the County to purchase and install the signs. The City of Blencoe will pay for half of the signs and installation. Shawn will contact Scott Kruse, Engineer WHKS for approval since it takes an Engineer to approve the stop signs. No action was taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to table the Chairman’s signature on final voucher STBG-SWAP-C067 (92)óFG-67 E-16 improvement. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to table Resolution SR24-08 Employment of Assistant to Engineer I. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Discussion items were equipment and snow removal no action taken. The Joint Board of Supervisors acting as Trustees of the McNeill Main Drainage District, met on Tuesday, January 16, 2024 at 10:00 a.m. in the Basement Conference Room of the Courthouse in Onawa, Monona County, Iowa with Harrison County Supervisor Chairman Brian Rife presiding. Monona County Supervisors present: Vince Phillips and Tom Brouillette.  Absent: Bo Fox. Others present:  Caleb Rasmussen, Civil Engineer with ISG and Rachel Millage, Graduate Engineer with ISG, Peggy Rolph, Monona County Auditor and Bryan Phillips, Drainage Clerk. Landowners and interested parties present were:  Allison Gibler, Larry Hutchinson and Patrick Mouw. Chairman Rife announced at 10:00 a.m. this is the time and place for hearing on the project closeout for McNeill Drainage District Cleanout Project Phase 1. It was moved by Brouillette, seconded by Phillips to open the public hearing for McNeill Drainage District Cleanout Project Phase 1. Vote on motion: Ayes: Rife, Phillips and Brouillette. Nays: None. Motion carried. Proof of Publications was confirmed. The following written objections to the Engineer’s Report were filed prior to the time of the hearing: 1. Larry Hutchinson 2. Allison Gibler The objections were read by Drainage Clerk Bryan Phillips and no additional objections were filed. Larry Hutchinson presented concern with idle land payments. Engineer Rasmussen explained the payout of the idle land payment and Larry was satisfied. Allison Gibler, daughter of Jim and Evelyn Finley presented concern in regards to the steel posts that were removed from their property by the contractor. It was agreed through the joint board and ISG that ISG will purchase the steel posts and have them reset when the new Right-Of-Way is acquired. ISG will send an invoice for the steel post to the drainage office. Rasmussen reviewed the idle land payments for each adjacent landowner to the Phase 1 project. It was moved by Phillips, seconded by Brouillette to close the hearing at 10:24 a.m.  Vote on motion:  Ayes:  Phillips, Brouillette and Rife.  Nays:  None.  Motion carried. It was moved by Rife, seconded by Phillips to reject the objection by Larry Hutchinson as filed.  Vote on motion:  Ayes:  Brouillette, Phillips and Rife.  Nays:  None.  Motion carried. It was moved by Phillips, seconded by Brouillette to accept the objection by Allison Gibler as filed. Vote on motion: Ayes: Phillips, Brouillette and Rife. Nays: None. Motion carried. It was moved by Rife, seconded by Brouillette to accept the idle land payments presented by Rasmussen.  Vote on motion:  Ayes:  Phillips, Brouillette and Rife.  Nays:  None.  Motion carried. Engineer Mouw presented plans for the 11th Street Drainage Improvements in the Onawa Drainage District. It was moved by Phillips, seconded by Brouillette to accept the plans and amended date of bid opening to February 16, 2024. Bids will be accepted up to February 16, 2024 at 3:30 p.m. Bids will be tabulated and presented to the Board at the following meeting on February 20, 2024. Vote on motion: Ayes: Phillips and Brouillette. Nays: None. Motion carried.
