MONONA COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 6, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, February 6, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Maintenance Superintendent Shawn Bellis present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of resignation letter from William Gangestad as Southeast Foreman effective March 1, 2024. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve internal posting for the Southeast Foreman position. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve six month wage adjustment for Nick Kafton he will go from $23.31 per hour to $24.61 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were rock hauling and snowplows, no action taken. Drainage Deputy Amy Borchardt-Sick was present for Drainage business. Trapping permits and boundaries for the Supervisor Districts were discussed. It was noted that the Drainage Office was missing the furbearer license and habitat stamps from all three people interested in trapping. It was moved by Fox, seconded by Brouillette to send a letter/call the interested parties to have them submit their furbearer license and habitat stamp to the Drainage Office by February 19, 2024. Vote on motion: Ayes: Fox, Phillips, and Brouillette. Nays: None. Motion carried. It was moved by Brouillette, seconded by Fox to accept the bid from Nelson and Rock for $3,750. to do the Onawa Drainage District Lateral 8 cleanout. Vote on motion: Ayes: Fox, Phillips, and Brouillette. Nays: None. Motion carried. Jim Wigton, IT Director; Randy Ping, Building Maintenance; and Kevin Ewing, Sheriff were present for the discussion on the electronic locks for the courthouse doors. Jim reviewed the bids that were received for the electronic locks on the doors. Discussion followed no action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to go into closed session at 11:00 a.m. negotiations per code section 20.17(3). Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to come out of closed session at 11:22 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. No action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to recess at 11:30 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to reconvene at 12:48 p.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Motion carried. The Supervisors started the budget work sessions and reviewed presented budgets from Peggy Rolph, Auditor; Secondary Roads via Zoom with Scott Kruse, WHKS; Deleta Huffman, Secondary Roads Secretary and Shawn Bellis, Secondary Roads Maintenance Superintendent. Miscellaneous budgets were also reviewed, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the minutes of January 30 and 31, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt on Manure Management Annual Update for Spring Valley Sun Powered Pork Facility #69180. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. It was moved by Supervisor Fox, seconded by Supervisor Brouillette to hereby adjourn at the hour of 2:57p.m. oíclock.
