MONONA COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 27, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, February 27, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sarah Haptonstall was present for public comments. Sarah talked to the Board about animal control in the unincorporated areas county and whether the county could help with funding and housing of dogs that were picked up in the unincorporated areas of the county. Possibly collaborating with the cities for housing of the dogs that were either dumped or lost. Sarah has used her own money and donations to house and feed dogs that she has picked up in the unincorporated areas of the county along with what she has picked up within the cities. She does this as a volunteer. Discussion followed, no action taken. Wray Wright was also present for public comments. Wray will be attending Introduction to Planning and Zoning meeting in Council Bluffs on April 18, 2024, no action taken. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Kevin Ewing, Sheriff; Sandy Bubke, Zoning/Environmental Health Administrator; Abby Riesberg, Treasurer; Josh Schaben, Conservation Director; Shawn Bellis, Secondary Roads Maintenance Superintendent; Sharon Gries, Chief Deputy Assessor and Jim Wigton, IT Director. Absent were Mark Witzel, Veteran Affairs Director; Kelly Seward, Recorder; Haley Bryan, County Attorney; and Patrick Prorok, EMA Director. Activities were discussed and information was shared. Drainage Deputy Amy Borchardt-Sick and Lisa Jones were present for Drainage business. It was moved by Fox, seconded by Phillips to approve the McNeill final pay app for phase 1 in the amount of $100,418.19. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman and Shawn Bellis, Secondary Roads Maintenance Superintendent were present for Secondary Roads business. Supervisor Phillips introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 24-09 The Board of Supervisors consents to the transfer of Jared Mohr to fill the Full-time Area Road Foreman position at an annual salary of $65,418.30. Start date is March 03, 2024. The Area Road Foreman is a management, salaried and exempt from overtime. An Area Road Foreman will not be paid overtime for work over 40 hours in a week; work in excess of 40 hours may be required at times to ensure appropriate performance of essential job functions. Holidays, personal leave, vacation, and sick leave will be the same as outlined in the Monona County Handbook. An Area Road Foreman is expected to give 4 weeks minimum notice before resignation or retirement. Discussion items were vacated county properties, truck quotes, granular surfacing and bridge routes, no action taken. Auditor Rolph review budgets and levies with the Supervisors, no action taken.
