MONONA COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 14, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, February 14, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: All Ayes. Motion carried. Randy Ping, Temporary Part-Time Custodian was present to update the Board on the compressor issue in the annex. Discussion followed with no action taken. Abby Riesberg, Treasurer presented the Semi-Annual Report to the Supervisors. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the Treasurerís Semi-Annual Report. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Assistant to the Engineer Zach Schrader was present for Secondary Roads business also present was Assessor Peters. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairman’s signature on status/payroll change report for Jesse Rayevich, Operator II he will start at $20.68 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize the Chairman’s signature on status/payroll change report for Jason Britton, Mechanic he will start at $22.46 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None Motion carried. Discussion items were Plum Avenue, pre-con meeting for E16, and Mechanic Shop discussion followed, no action taken. In the absence of Sandy Bubke, Zoning Administrator, Auditor Rolph presented the Zoning Commissionís recommendation to re-zone NEW Coop SiteóBlencoe from A-1 Agricultural District to A-2 Agribusiness District to the Board of Supervisors. Motion was made by Supervisor Fox, seconded by Supervisor Phillip to approve the Zoning Commission’s recommendation to re-zone NEW Coop SiteóBlencoe A-1 Agricultural District to A-2 Agribusiness District. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to set the public hearing date to re-zone NEW Coop Site from A-1 Agricultural District to A-2 Agribusiness District for March 7, 2023 at 11:00 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to authorize the Chairmanís signature on the notification letters to the landowners on the re-zoning of the NEW Coop Site from A-1 Agricultural District to A-2 Agribusiness District. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to set the public hearing date for the max levy on March 7, 2023 at 10:30 a.m. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Auditor Rolph reviewed various budgets with the Board, no action was taken. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the minutes of February 7 and 9, 2023 as read. Vote on motion: All Ayes. Motion Carried. RESOLUTION 2023-03 APPROVING COMPENSATION BOARD RECOMMENDATION Supervisor Phillips introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2023-03 APPROVING COMPENSATION BOARD RECOMMENDATION WHEREAS, the Monona County Compensation Board meets annually to recommend a compensation schedule for elected officials for the fiscal year immediately following, in accordance with Iowa Code Chapters 331.905 and 331.907, and WHEREAS, the Monona County Compensation Board met on December 20, 2022 and made salary recommendations for the following elected officials for the fiscal year beginning July 1, 2023 and WHEREAS, the Monona County Board of Supervisors took action on the recommendation on January 3, 2023 and February 7, 2023 Elected Official: Current Salary; Approved Salary Auditor: $66,768.01; $72,109.45 County Attorney: $111,054.07; $118,827.85 Recorder: $61,938.24; $66,893.30 Sheriff: $90,722.78; $97,073.37 Supervisors: $31,420.64; $33,934.29 Chairman: $31,858.94; $34,407.66 Treasurer: $63,208.83; $68,265.54 THEREFORE, BE IT RESOLVED that the Monona County Board of Supervisors adopts the above salary recommendations for elected officials for the fiscal year beginning July 1, 2023 as recommended by the Monona County Compensation Board. Rolph MONONA COUNTY AUDITOR RESOLUTION 2023-04 A RESOLUTION TO WITHDRAW FROM THE ARTICLES OF AGREEMENT WHICH FORMED THE WORKFORCE DEVELOPMENT CHIEF ELECTED OFFICIAL CONSORTIUM FOR THE WORKFORCE INNOVAGTION AND OPPORTUNITY ACT OF 2014 Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Phillips: RESOLUTION 2023-04 A RESOLUTION TO WITHDRAW FROM THE ARTICLES OF AGREEMENT WHICH FORMED THE WORKFORCE DEVELOPMENT CHIEF ELECTED OFFICIAL CONSORTIUM FOR THE WORKFORCE INNOVATION AND OPPORTUNITY ACT OF 2014 WHEREAS, Monona County previously signed a resolution to approve the Articles of Agreement creating the Workforce Development Chief Elected Official Consortium (CEO) together with 17 other counties in western and southwestern Iowa, known as the ìWestern Iowa Workforce Development Areaî or WILWDA; and, WHEREAS, this 28E Agreement was filed with the Iowa Secretary of State on July 7, 2020 and assigned filing number M512796; and, WHEREAS, Article 13 of the Agreement allows counties, at their sole option, to withdraw from the Agreement at least 90 days prior to the beginning of the fiscal year (April 1 or any year); and, WHEREAS, at their meeting on January 20, 2023, the CEO Board discussed the 28E Agreement, weighing the roles and responsibilities of counties as a result of the Agreement and impacts to services offered to their citizens both under the agreement and in absence of the Agreement; and, WHEREAS, the CEO Board voted 11-0 at this meeting, after this discussion, to dissolve the 28E Agreement. NOW, THEREFORE BE IT RESOLVED by the Monona County Board of Supervisors that: 1. It does hereby invoke Article 13 of the Articles of Agreement which formed the Workforce Development Chief Elected Official Consortium for the Workforce Innovation and Opportunity Act of 2014 and withdraws from the Agreement at the end of the day June 30, 2023. 2. It understands and is its intention withdrawal of the Agreement by all 18 counties will terminate the Agreement. Passed and approved this 14th day of February, 2023.
