MONONA COUNTY BOARD OF SUPERVISORS MEETING FEBRUARY 13, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, February 13, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present were Auditor Peggy A. Rolph, Treasurer Abby Riesberg, Sheriff Kevin Ewing, and Wray Wright. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize Auditor Peggy Rolph to hire Tammy Blinde as Drainage Clerk at the rate of $17 per hour. Tammy will start work on February 26, 2024. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wray Wright was present to speak with the Board about legislative issues that are a concern of his. Discussion followed. No action taken. Sandy Bubke, Zoning Administrator presented the Zoning Commissions recommendation for the Lloyd’s Addition Subdivision and re-zoning application and to set the public hearing date. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve the Zoning Commissionís recommendation for the re-zoning of Lloydís addition subdivision. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to set the public hearing for March 12, 2024 at 11 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman and Secondary Roads Maintenance Superintendent Shawn Bellis were present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve a cell phone for the Assistant to the Engineer Bryan Phillips. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the Chairmanís signature on Hungry Canyons Amendment 23-1 Rock Creek extension. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were new snow plows trucks, Foreman position, opening at the Mapleton Shed, billing issues, equipment for auction on Purple Wave, bridge inspections, and roads. No action taken. Drainage Deputy Amy Borchardt-Sick was present for Drainage business. Motion by Fox, seconded by Phillips to establish the following Resolution policy for 2024: That the Drainage Districts, under the supervision of the Monona County Board of Supervisors, warrants unpaid for lack of funds shall bear interest at the rate of five percent (5%) per annum unless otherwise authorized by the Board Designate the Onawa Democrat and the Mapleton Press as the official newspaper of the Supervisor Drainage Districts Authorize the Monona County Treasurer to investigate the best interest rates and invest the excess funds and income of the Supervisor Drainage Districts, pending board approval That $100.00 for each beaver trapped on the Drainage Districts, under the supervision of the Monona County Board of Supervisors, be paid to those parties with permits and subject to the conditions of the permit That the Notice on Dumping Foreign Material in Rivers and Streams be published in the designated official newspapers for one week the month of March That Supervisor Brouillette be appointed as delegate and Supervisor Fox be appointed as alternate to the Iowa Drainage District Association for 2023. Vote on motion: Ayes: Brouillette, Fox and Phillips. Nays: None. Motion carried. Motion by Brouillette, seconded by Phillips to table the McNeill final pay app until we get approval from the Harrison Board next week. Vote on motion: Ayes: Brouillette, Fox, and Phillips. Nays: None. Motion Carried. Denise Ballard, IGHCP presented the IGHCP insurance renewal to the Board of Supervisors. Discussion followed. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the IGHCP insurance renewal. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Mark Witzel, Veteran Affairs Director was present for the Chairman’s signature on his NACVSO Completion and Conference in Denver. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to authorize the Chairmanís signature on his NACVSO completion paperwork. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve Mark Witzel,Veteran Affairs Director, to attend the conference in Denver, CO. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Supervisors reviewed various budgets with Auditor Rolph. No action taken. Haley Bryan, County Attorney, presented updated clerk/legal secretary job descriptions for the Boardís approval. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve updated job descriptions for the County Attorney’s Clerk/Legal Secretary. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wages were discussed. No action taken.
