MONONA COUNTY BOARD OF SUPERVISORS MEETING DECEMBER 19, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, December 19, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Josh Schaben, Safety Committee Co-Chair was present to talk about ALICE Training for the Courthouse on Friday, January 26, 2024. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to close the Courthouse on Friday, January 26, 2024 for ALICE Training. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman and Shawn Bellis, Secondary Roads Maintenance Superintendent were present for Secondary Roads business. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 23-34 The Board of Supervisors consents to hire Jeffrey Wenger to fill the Full-time Operator II position at a Start rate of $22.34 per hour (90% of 24.82), with wages and benefits in accordance with the current Union Contract and County Policies. Permanent seniority will begin accruing upon successful completion of a background check, pre-employment physical and drug screening. Start date is January 02, 2024. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve miscellaneous utility permit for Western Iowa Power Cooperative for a three phase primary underground road crossing. Will be installing underground cable from cabinet on South side of 120th Street to the North to private right of way. Cable will be installed 1325 feet East of the intersection of 120th Street and Ash Avenue. Cable will be installed at a minimum of 48 inches deep in Fairview Township (85N)(47W) sections 10 and 15. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a three phase primary underground cable being installed from cabinet on the Northwest side of the intersection of Cork Avenue and 180th Street. Cable will run North in Cork Avenue for 3950 feet. This new cable will be replacing the overhead line along Cork Avenue. The cable will be a minimum of 48 inches deep in Lincoln Township (84N)(46W) sections 10 and 11. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Janet Ryan and Chip Collison from the City of Blencoe were present to discuss stop signs on K45. Shawn will get prices for the stop signs and supplies to install and get the figures to Janet to present to the Blencoe City Council. No action taken. Discussion items were equipment, Scott Kruse, WHKS will be here Wednesday and Thursday. No action taken. Drainage Clerks Bryan Phillips and Amy Borchardt-Sick were present for Drainage business. It was moved by Phillips, seconded by Brouillette to approve the Permit Agreement allowing Rex Persinger to place irrigation tubes over Haitz Lateral No. 2 Drainage District. Fox will visit the site location to inspect the work is being done according to the permit. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Leonard Ramm submitted a petition for a spot cleanout on Onawa Lateral 8 in the Onawa Drainage District. After discussion, Phillips will contact and meet Leonard at the lateral to talk about the work he would like to see done. No action taken at this time. Hendrickson Transportation, LLC is now fully completed with the work on the McNeill Drainage ditch for Phase I. Caleb presented a Certificate of Contract Completion along with idol land payment breakdown for each adjacent landowner. It was moved by Fox, seconded by Phillips to tentatively accept the project completion and adopt the completion report and set a date and time for notice of completion hearing on January 16, 2024 at 10:00am in the Basement Conference Room of the Courthouse in Onawa, Monona County, Iowa. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Present for the discussion on the jail were Sheriff Kevin Ewing, Sgt. Robert Maule, IT Director Jim Wigton, and Treasurer Abby Riesberg. Kevin updated the Board on the changes that are taking place at the LEC. Discussion followed, no action taken. Sheri Streeter voiced her concerns on how the Temporary Custodian position was handled. Discussion followed, no action taken. Also present was Abby Riesberg, Treasurer. Abby Riesberg, Treasurer was present to explain the reason for the abatement of the special assessment by the City of Turin. Supervisor Phillips moved to introduce and adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION 2023-23 RESOLUTION FOR ABATEMENT OF SPECIAL ASSESSMENT WHEREAS, the City of Turin specially assessed the real property commonly known as Pt. Outlot B, Turin, Iowa, and; WHEREAS, pursuant to Iowa Code ß 384.73, the City of Turin has determined good reason exists to void such special assessment. BE IT HEREBY RESOLVED, the Monona County Board of Supervisors direct the Monona County Treasurer to abate the special assessment, due to the City of Turin voiding the special assessment. TUWM Parcel #8344-09-1-00-036 owned by Clinton C. Weaver with special assessment owed and payable for the year 2022 in the amount of $90 and $9 penalty and costs.
