MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 8, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 8, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve memo from Board of Supervisors to employees regarding payroll date change. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Randy Ping, Temporary Part-Time Custodian was present to discuss with the Board about adding an air conditioning unit to the courthouse furnace in the basement. Randy also discussed with the Board about pest control in the courthouse, the current company is not spraying regularly. Randy spoke with a couple of other pest control companies to get quotes for spraying the courthouse. Randy’s employment status was discussed, no action taken. Secondary Roads Office Manager Deleta Huffman and Tyler Wessling, Assistant to Engineer I were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to table the equipment rental of a concrete grinder. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve pay voucher #8 BRS-CHBP-C067(85)óGB-67 (Country Club). Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve change order # 02 STBG-C067(92)óFG-67 E-16 Improvements. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were testing gravel, hauling rock, skid steer, and to have someone available to open gates, no action taken. Drainage Clerks Bryan Phillips and Amy Borchardt-Sick were present for Drainage business. It was moved by Brouillette, seconded by Fox to remove Lisa Jones from the US Bank account. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette to add Bryan Phillips to the US Bank account. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Abstaining: Phillips. Motion carried. It was moved by Phillips, seconded by Brouillette to add Amy Borchardt-Sick to the US Bank account. Patrick Mouw, Veenstra & Kimm was present to review the Onawa Drainage District appraiser’s report for potential purchase of drainage easement, discussion followed. The Monona County Board of Supervisors, acting as Trustees of the Onawa Drainage District. It was moved by Fox, seconded by Phillips to table the engineerís report until Gary Taylor, attorney for the Onawa Drainage District, approves. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. Sandy Bubke, Zoning/Environmental Health Administrator was present for bid opening for a new vehicle for Zoning/Environmental Health. Christiansen Motors bid was for a 2024 Chevrolet Equinox (1XY26) AWD 4dr LT w/1LT $32,490 with $1,000 discount, $2,500 trade-in, $2,100 government bid assist for a final bid of $26,890. Macís Chevrolet Inc for a 2024 Chevrolet Equinox (1XY26) AWD 4dr LT w/1LT $31,370.59 with $2,500 trade-in, $2,100 government bid assist for a final bid of $26,770.59. A bid tab will be prepared and review for approval at the next meeting, no action taken. Abby Riesberg, Treasurer presented the Treasurer’s Semi-Annual Report to the Board of Supervisors, discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the Treasurer’s Semi-Annual Report. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to set August 29, 2023 at 1 p.m. for the public hearing for the window and door replacement project. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the minutes of August 1, 2023 as read. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to approve status/payroll change report for Angie Cooper for her one year anniversary. She will be going from $20.38 per hour to $22.05 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve status/payroll change report for Ashley Haynes for her one year anniversary. She will be going from $20.38 per hour to $22.05 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairmanís signature on status/payroll change form for Bryan Phillips, Drainage Clerk six month increase. Bryan will go from $17.51 to $18.91 per hour per hiring agreement. Vote on motion: Fox and Brouillette, Nays: None. Abstaining: Phillips. Motion carried.
