MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 29, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 29, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda with adding bid opening after the public hearing. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Tim Peters, Assessor and via phone Ian McConeghey, County Attorney via phone were present for the litigation update. Assessor Peters updated the Board on the status of the information request from Sage Information Services. County Attorney McConeghey updated the Board that the TK Elevator issue is still pending, no action taken. Present along with the Supervisors and Auditor for the Elected Official / Director Meeting were Abby Riesberg, Treasurer; Don Thompson, Veteran Affairs Director; Josh Schaben, Conservation Director; Jim Wigton, IT Director; Kelly Seward, Recorder; Kevin Ewing, Sheriff; and Shawn Bellis, Secondary Roads Superintendent. Absent were Ian McConeghey, County Attorney; Patrick Prorok, EMA Director; Sandy Bubke, Zoning/Environmental Health Administrator; and Tim Peters, Assessor. Activities were discussed and information was shared. Drainage Clerks Bryan Phillips and Amy Borchardt-Sick were present for Drainage business. Present for the discussion on the Onawa Petition for 8th and Pearl Streets were Joe Oliver, John Casady, Onawa Public Works Director; Baylor Bestgen, JEO Consultant; and Patrick Mouw, Veenstra & Kimm. After discussion, it was decided that Joe Oliver would take care of the expenses for the engineering, construction services, and the east intake. The City of Onawa will be responsible for the expense of the west intake. The only expense for the Onawa Drainage District will be the review of the plans and specs by ISG the Districtís Engineer. JEO will present the plans and specs to ISG for approval before the Board of Supervisor will approve the start of construction. Present for the discussion on the Brett Ewing Petition was Patrick Mouw, Veenstra & Kimm. Prior to the meeting Gary Taylor, Attorney reviewed and approved the engineer’s report. A hearing will be set for October 10, 2023 at 10:30 a.m. in the Boardroom of the Courthouse in Onawa, Monona County, Iowa. Letters will be sent out to landowners no later than 20 days prior to the hearing. The McDonald Pit-Hallett Materials access and dedication agreement was discussed. It was moved by Fox, seconded by Brouillette to table the Access and Dedication Agreement until the next meeting for further discussion with Attorney Gary Taylor. Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Office Manager Deleta Huffman and Maintenance Superintendent Shawn Bellis were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of letter from the City of Mapleton regarding weeds at the County Shed. Vote on motion: Ayes: Fox, Brouillette, and Phillips, Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve final pay voucher for #18 BRS-8365(601)ó60-67 K-45. Vote on motion: Ayes: Fox, Brouillette, and Phillips, Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve final pay voucher #8 BROS-8365(602)ó8J-67 west Street. Vote on motion: Ayes: Fox, Brouillette, and Phillips, Nays: None. Motion carried. Discussion items were straightening 100th street and Holly Avenue, rail rock delivery, spraying weeds, possible land donation, and tree trimming quote. WHKS will be on site September 6th and 7th. No action was taken. Maureen Hansen, District Director for 3rd Judicial District Department of Correctional Services and Stacy Collins, Probation Officer for Monona County were present to update the Board of Supervisors on an overview of the Third District. Maureen informed the Supervisor that on July 1, 2023 that the Third Judicial District Department of Correctional Services became a part of the Iowa Department of Corrections and are referred to as the Iowa Department of Corrections Third District. When this change took place, the Supervisors from various counties that were board members of the Third Judicial District Department of Correctional Services became an advisory board. Within the Iowa Department of Corrections, there are eight districts and nine prisons. The 3A counties are Lyon, Osceola, Dickinson, Emmet, Kossuth, Palo Alto, Clay, OíBrien, Cherokee and Buena Vista. The 3B counties are Sioux, Plymouth, Woodbury, Ida, Crawford, and Monona. Maureen gave an overview of the services and the levels of supervision of people that are on probation, in jail, in prison, and residing in residential facilities. Discussion followed, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to set the minimum of $500 on the County owned property that will go to public auction by sealed bids. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to recess at noon. Supervisor Fox moved to call the Public Hearing for the window and door replacement to order at 1:00 p.m. in the Boardroom of the Courthouse, seconded by Supervisor Phillips. John Lee, L&L Builders; Cassie Wright, Global Glass & Grazing; Regina Smith and Michelle Matney, RML Architects were present. At 1:10 p.m., it was moved by Supervisor Fox, seconded by Supervisor Phillips to close the public hearing. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Bid opening for the window and door replacement project were as follows Nelson Commercial Construction, Sioux City, Iowa. Bid bond was in order and the bid for the window and door replacement was $833,500. L&L Builders Company, Sioux City, Iowa. Bid bond was in order and the bid for the window and door replacement was $753,280. The bids will be reviewed, no action taken. Present for the demo on the panic buttons were IT Director Jim Wigton, Sheriff Kevin Ewing, Recorder Kelly Seward, West Monona School Superintendent Marty Fonley, and various schools via zoom meeting. Jason Hoopes, Aegix Global presented to the group how the Aegix/Aim panic buttons work they can be used on cell phones, computers, and tablets. Discussion followed, no action taken. Sheriff Kevin Ewing was present to meet with the Board on various items. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of Melissa Watsonís resignation letter as a full-time jailer. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize Melissa Watsonís move to part-time jailer, she will start at $15.55 per hour per union contract. Motion was made by Supervisor Fox, seconded by Supervisor Phillips for authorization to remove Jeff Pratt, Patrick Prorok, Rick Deen, Angela Lamb, and Caleb Creech from the United Bank of Iowa bank account.
