MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 22, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 22, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Regina Smith and Michelle Matney, RML Architects, LLC and Randy Ping, Part-Time Temporary Custodian were present to discuss the window and door project changes. The project dollar amount was discussed along with gutters and filling hollow spots with insulation, no action was taken. Secondary Roads Maintenance Superintendent Shawn Bellis was present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve requesting bids for building improvements. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 23-31 The Board of Supervisors consents to hire Christopher Otterstein to fill the Full-time Operator II position at a Start rate of $22.34 per hour, with wages and benefits in accordance with the current Union Contract and County Policies. Permanent seniority will begin accruing upon successful completion of a background check, pre-employment physical and drug screening. Start date is August 28, 2023. Rolph Monona County Auditor Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single-phase 1/0 primary underground cable replacing existing overhead line. Will be starting 1270 feet South of HWY 37 on Peach Avenue and going South on Peach Avenue for 420 feet. Will be connecting both ends to the existing overhead line on the West side of Peach Avenue. Cable will be a minimum of 48 inches deep in Jordan Township (83N) (43W) Section 18. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single-phase 4/0 secondary underground cable being installed from transformer pole on South side of 290th Street North across 290th Street and through North right of way edge. New underground cable crossing will be 2735 feet West of the intersection of Mango and 290th Street. Cable will be a minimum of 48 inches deep in Lake Township (85N) (46W) Section 20. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were CDL training agreement waiting on the County Attorney for guidance, a fee for utility permits, tree removal on park loop the County has purchased a pin locator and will determine if the trees are in the county right of way, rock hauling and spreading it on the roads, mowing, and cameras for the shop. Franklin and Bart Heisterkamp were present to request work be done on Maple Avenue. Shawn will meet with Brian Kepner and determine what work can be completed to improve the road. No action taken. Drainage Clerks Bryan Phillips and Amy Borchardt-Sick were present for Drainage business also present were Gary Taylor, Attorney and Ian McConeghey, County Attorney. The McDonald Pit and Hallett Materials Access and Dedication Agreement was discussed. Gary Taylor, Attorney will modify the agreement and present an updated agreement at the next meeting. No action was taken. Todd Wright, Global Glass was not in attendance for the meeting. He spoke with the Architects and received the answers to his questions. Charlie Persinger, Monona County Economic Development Director was present to request the Board sign a letter of support for the Long Lines Broadband project. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Boardís signature on letter of support for Long Lines Broadband Project. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the minutes of August 15, 2023 as read. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve six-month status/payroll change report for Alex Boyle. He will go from $28.58 per hour to $30.66 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve six-month status/payroll change report for Alex Ehlers. He will go from $28.58 per hour to $30.66 per hour per union contract. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve status/payroll change report for Dylan Stroman he will start at $25.43 per hour per union contract.
