MONONA COUNTY BOARD OF SUPERVISORS MEETING AUGUST 15, 2023 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, August 15, 2023 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Vince Phillips and arriving at 8:35 a.m. was Tom Brouillette. Supervisor Absent: None. Also, present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff was present for approval of skid loader bid and authorization to hire a Deputy Sheriff. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to reject the bid for the skid loader. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to hire Dylan Stroman as Deputy Sheriff upon passing MMPI and physical. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Charlie Persinger, Monona County Economic Development was present to speak with the Board about a letter of support for Long Lines Broadbandís proposed project. Discussion followed, no action taken. Secondary Roads Office Manager Deleta Huffman and Shawn Bellis, Maintenance Superintendent were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve equipment rental of a concrete grinder. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve Bonine garage door proposal upon Shawn Bellis recommendation for the Mechanic Shop for $2,269. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 23-30 The Board of Supervisors consents to hire Mark Richardson to fill the Full-time Operator II position at a Start rate of $22.34 per hour, with wages and benefits in accordance with the current Union Contract and County Policies. Permanent seniority will begin accruing upon successful completion of a background check, pre-employment physical and drug screening. Start date is August 21, 2023. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve six month wage adjustment for Jesse Rayevich he will be going from $23.31 per hour to $24.61 per hour per union contract. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve pay voucher #6 STBG-C067(92)óFG-67 E-16 improvements. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were the PPE policy, metal culvert payment process, CDL training agreement, and WHKS possibly being on site this week no action taken. Josh Schaben, Conservation Director was present for a Safety meeting update, remove Doug Kuhlmann from Conservationís credit card, and approve credit card for Josh Schaben, Conservation Director. Josh updated the Board that a total of nine employees and elected officials did not complete the IMWCA training. The Safety Committee would like to offer an incentive of a floating holiday or just an additional 8 hours off with pay for completing the IMWCA training. Discussion followed, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table what the maximum bid amount that Monona County will accept for the project until they could speak to the County Attorney. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table a written outline for the work that will be performed by the Access Control contactor until Jim Wigton, IT Director or Randy Ping, Part-Time Custodian can speak with Access.
