MONONA COUNTY BOARD OF SUPERVISORS MEETING APRIL 2, 2024 The Monona County Board of Supervisors met in regular session at 8:35 a.m. o’clock on Tuesday, April 2, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other, Supervisors present: Tom Brouillette. Supervisor Absent: Vince Phillips. Also, present were Auditor Peggy A. Rolph, Wray and Rachel Wright, Bob Steiner, Leana Shull, and Don Phipps. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Kevin Ewing, Sheriff and Abby Riesberg, Treasurer were present for the discussion on the commissary jail equipment fund. Kevin stated that the State Auditor would like an account set up for the jail commissary equipment fund. That account would need to be created, discussion followed no action taken. Wray Wright asked Sheriff Ewing about break-ins that have been happening on the north end of the county. Discussion followed, no action taken. Leana Shull inquired about contracted snow removal, rock hauling, and new jobs created in the county. Discussion followed, no action taken. Don Phipps inquired about the McNeill Drainage District cleanout and the railroad. Discussion followed, no action taken. Secondary Roads Office Manager Deleta Huffman and Secondary Roads Maintenance Superintendent Shawn Bellis were present for Secondary Roads business. At 9:19 a.m. motion was made by Supervisor Fox, seconded by Supervisor Brouillette to go into closed session per Iowa Code 21.5(1)(a) Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Present were Shawn Bellis, Deleta Huffman, Ralph Harris, Haley Bryan, and Kelly Parlsey. At 9:41 a.m., motion was made by Supervisor Brouillette, seconded by Supervisor Fox to come out of closed session. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Bid opening for the Foreman’s pickup were as follows Barry Motors bid was for a 2024 F-250 SD Super Cab 8í box 164î WB SRW XLT (X2B) for $49,885. Knoepfler Chevrolet bid was for a 2024 Chevrolet 2500HD Silverado CK20953-LWB, 4WD, double-cab pickup for $48,062. A bid tab will be put together, no action taken. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Fox: RESOLUTION NO. SR 24-12 The Board of Supervisors advises and consents to the County Engineer’s recommendation to accept the quote from Boyer Trucks, to supply two 2022 Western Star 4700 6X4 Tandem Axle Trucks to Monona County as specified. The total cost is $398,746.00 each. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Windstream Iowa Communications, LLC to dig damage fiber optic cable and replace with new minimum depth 18î, add new pedestal in Sherman Township Section 16 TWP 82N Range 45W. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Resolution SR24-13 2024 Secondary Road Five-Year Program Revision adding rock hauling is on file in the Secondary Road’s Office and the Auditor’s Office. Scott Kruse, WHKS was present via zoom to discuss and present the final plans and cost estimates for farm to market rock hauling. Setting the letting date of the farm to market rock hauling project and a completion date for the project. The pavement marking plans and letting for November 2024 and completion date of June 30, 2025. No action taken. Amy Borchardt-Sick, Drainage Deputy, and Tammy Blinde, Drainage Clerk were present for Drainage business. A petition was filed on March 28, 2024 by Ron Schulz to clean out the Crane Drainage Ditch in front of the 18îx40î tube he installed last year. After regular agenda items the Board will go on site of the Crane Drainage Ditch to review the petition, no action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to set April 23, 2024 at 10:30 a.m. as the time and date for the FY 2025 Budget. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the minutes of March 26, 2024 as read. Vote on motion: Ayes: Fox and Brouillette. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to appoint Robert Haack to the Veteran Affairs Commission. Motion was made by Supervisor Brouillette, and seconded by Supervisor Fox to acknowledge receipt of resignation letter from Ron Kunze from the Pioneer Cemeteries Commission. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to authorize the Chairmanís signature on status/payroll change report for Mark Witzel, Veteran Affairs Director per hiring agreement. He will be going from $17 per hour to $18 per hour. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Fox, Brouillette, Borchardt-Sick and Rolph went out to the Crane Drainage Ditch and determined that one pipe was in Harrison County. Fox advised Mr. Schulz to get ahold of Harrison County Supervisor Brian Rife. Fox also took a picture of a tube that was damaged in Monona County on the Schulz property. The Petition is on file.
