Minutes of the Regular Meeting of the Board of Directors of the Schleswig Community School District February 12, 2024 Call to Order: President Gurney called the meeting to order at 5:30 p.m. Members Present: Wade Gurney, Danette Miller, Rachel Jacobson, Jason Schneider, Cindy March (arrived 6:00 pm) Absent: Administration: Mike Pardun, Superintendent, Scott Larson, Business Manager/Board Secretary, Andrea Gurney, Principal Others Present: Mike Gee Correspondence: None Consent Items - A motion was made by Jason Schneider, second by Rachel Jacobson, to approve the consent items (agenda, minutes, bills, and financial reports). Unanimous approval. Personnel Report a) Resignations- Rachel Jacobson moved to approve the resignation of Dave Drees. Second by Danette Miller. Ayes: Jacobson, Miller, Schneider, and W. Gurney. Nays: None. Motion Carried. b) Appointments- Jason Schneider moved to approve the appointment of Jason Boeck, Director of Maintenance at $28.00/hour. Second by Rachel Jacobson. Ayes: Schneider, Jacobson, Miller, and W. Gurney. Nays: None. Motion Carried. SEA Report – Mike Gee reported that the SEA provided Dave and Darla with a gift of appreciation. The SEA celebrated the Super Bowl with jersey day and snacks. The 100th day of school celebration was recently celebrated with random activities. Dad’s Night was a success. Superintendent Report a) Approve the Second Reading of Board Policies 713 Responsible Technology Use and Social Networking, 713R1 Responsible Technology Use and Social Networking Regulation, 502.7 Student Substance Abuse, 605.6 Internet Appropriate Use, 605.6R1 Internet Appropriate Use Regulation, 605.8 Artificial Intelligence in the Education Environment, 605.8R1 Artificial Intelligence in the Education Environment Regulation, 701.1 Depository Funds, 701.2 Transfer of Funds, 701.3 Financial Records, 701.4 Governmental Accounting Practices and Regulations and 703.1 Budget Planning – Rachel Jacobson moved to approve the second reading of the aforementioned policies. Second by Danette Miller. Ayes: Jacobson, Miller, Schneider, and W. Gurney. Nays: None. Motion Carried. b) Discussion on Preliminary Budget fy25 – Mr. Larson presented budget information for discussion. c) Set Date, Time, and Location for the First Public Hearing on the fy25 Budget and Authorize Publication (5:30 pm March 25, 2024 at the Schleswig CSD in the District Conference Room at 714 Date Street, Schleswig, IA 51461) – Rachel Jacobson moved to set the date, time, and location for the First Public Hearing on the fy25 Budget and Authorize Publication for 5:30 pm on March 25, 2024, at the Schleswig CSD District Conference Room, 714 Date Street, Schleswig, IA 51461. Motion Carried. d) Set Date, Time, and Location for the Second Public Hearing on the fy25 Budget and Authorize Publication (5:30 pm April 8, 2024 at the Schleswig CSD in the District Conference Room at 714 Date Street, Schleswig, IA 51461) – Rachel Jacobson moved to set the date, time, and location for the Second Public Hearing on the fy25 Budget and Authorize Publication for 5:30 pm on April 8, 2024, at the Schleswig CSD District Conference Room, 714 Date Street, Schleswig, IA 51461. Second by Jason Schneider. Ayes: Jacobson, Schneider, Miller, and W. Gurney. Nays: None. Motion Carried. e) Negotiations for 2024-2025 School Year - Mr. Pardun shared that the district’s health insurance plans’ cost will increase 7.5% for the upcoming year. Teacher contracts for next year will be issued on or near March 15, 2024. Jason Schneider moved to approve a total package settlement of 2.85% for fy25, if the legislature makes changes to salary requirements this item will be revisited. Second by Danette Miller. Gurney. f) Set Public Hearing on Schleswig CSD Calendar 2024-2025 (March 11, 2024, at 5:30 pm at Schleswig CSD, 714 Date Street, Schleswig, IA 51461 in the District Conference Room) – Jason Schneider moved to set the Public Hearing on Schleswig CSD Calendar 2024-2025 for March 11, 2024, at 5:30 pm at Schleswig CSD, 714 Date Street, Schleswig, IA 51461 in the District Conference Room. Second by Rachel Jacobson. Ayes: Schneider, Jacobson, Miller, March, and W. Gurney. Nays: None. Motion Carried. g) Open Enrollment Transportation – Mr. Pardun shared the current code on open enrollment transportation and the history of open enrollment transportation as it relates to Schleswig CSD. Jason Schneider shared his concerns for current Schleswig Middle School course offerings compared to nearby school districts as it relates to student instructional time, curriculum, and student achievement. Jason Schneider moved to allow open enrolled students from Schleswig be allowed to ride the Schleswig bus that transports the high school students to and from Denison each school day. The motion did not receive a second, and therefore was not before the board for a vote. h) Administrator Update- Mrs. Gurney shared: -Top art projects are being displayed at the State Capitol, and at an art show in Sioux City -Southwest Iowa Choral Directors Association Honor Choir will take place on March 5—six students to perform -This Thursday the American Heart Association stations will take place -8th Grade play will take place this Spring i) Next Regular Meeting-The next regular board meeting will be held on March 11, 2024 at 5:30 pm.
