City of Ute REGULAR COUNCIL MEETING Monday, November 6, 2023 – City Hall 7:00 p.m. The Ute City Council met with Mayor Hageman in regular, open session on Monday, November 6, 2023 at 7pm in the Council Chambers, City Hall with the following council members present: Jimmy Carlson, Josh Gotto, Matt Leitz, Becky Miller, Ryan Pithan. Also Present: Acting City Clerk Megan Peitsch, Public Works Superintendent Lonnie Carlson, Allen and Jessica Moore, Jim Henschen The meeting was called to order at 7:00pm by Mayor Hageman. Motion by Pithan to approve the agenda with the following amendments: strike Item 7F “Possible motion to schedule interviews for the position of City Clerk” and exchange the word “Memorial” for “Veterans” on item 8C, seconded by Gotto to approve the agenda with amendments. All ayes. MC A concern regarding cars and trucks parking in the right of way near the highway blocking visibility for turning cars was addressed. Reminder letters will be sent to the properties. A letter from a citizen regarding their water bill was reviewed. Jessica and Allen Moore spoke regarding their water bill and their concerns. Building permits approved were Dustin Short – Shed and Jesse Huisinga – Sidewalk. Lonnie Carlson gave a Water Tower Construction Update. Piers have been drilled in and they should be pouring concrete for the tower base soon. If the weather holds, they may be able to complete some additional work before spring. For the generator, the concrete has been poured. Jim Henschen stated that the generator may be ready on Wednesday and be able to pick up on Thursday. They will cooperate with New Coop to set up the tank. City Clerk gave financial report. Bank reconciliation and cash reports are done to current day. Budget amendment will need to happen as bills from last fiscal year were paid in this fiscal year. Additional reports for next time were requested by Council. The library county and state reports were reviewed. A draft of the Public Works Superintendent job description was reviewed. Council directed the City Clerk to write up an ordinance with the updates for the next meeting. Motion by JCarlson/Pithan to approve the consent agenda: Approval of the following meeting minutes: March 7, 2023 (Regular), March 28, 2023 (Special), April 3, 2023 (Regular), April 30, 2023 (Special), May 1, 2023 (Regular), June 26, 2023 (Special), July 10, 2023 (Regular), October 2, 2023 (Regular), October 11, 2023 (Special), October 16, 2023 (Special). All ayes, MC Motion by Pithan/Gotto to approve October 2023 bills. All ayes, MC. Motion by Letiz/Pithan to Set Public Hearing on FY24 Budget Amendment for Monday December 4, 2023 7pm at City Hall and order publication by Clerk. All ayes, MC. Discussion on city credit card was held. City Clerk was directed to bring options to choose from to next meeting. Motion by Gotto/Miller to raise the limit on emergency purchases without prior City Council approval to $500 for the City Clerk and $500 for Public Works. Motion by Pithan/Miller to hire Megan Peitsch for the position of Part Time City Clerk at an hourly rate of $22/hour without benefits. All ayes, MC. Discussion on City Hall window hours was held. The window will be open every Tuesday from 7:30am – 4:30pm. Peitsch will also have the window open when she is there working outside those hours. City Hall will be closed on Fridays. Discussion on the IRWA Water Rate Study was held. Motion by Leitz/Pithan to direct the Clerk to write up an ordinance with the recommended fee structure for the next meeting. All ayes, MC. Council reviewed list of accounts requesting payment plans. Motion by JCarlson/Gotto to approve offering those on the list to choose from a 6 month or 12 month repayment plan after a down payment of the current month charges. All ayes, MC. Discussion was held on City Hall cleaning as it was last done in August. Council directed City Clerk to make a Facebook post and signage requesting interested parties to contact City Hall for discussion at next council meeting. Position will be for 2 hours a week at an hourly rate of $12/hour. City/School Election will be held on Tuesday, November 7, 2023 from 7am- 8pm at City Hall. City Hall window closed and reduced Library access on Tuesday November 7, 2023 due to the election. City Hall will be closed Friday November 10, 2023 in observation of Veterans Day. City Hall will be closed Thursday November 23 and Friday November 24, 2023 for Thanksgiving.
