City of Ute REGULAR COUNCIL MEETING Monday, June 5, 2023 – City Hall 7:00 p.m. The Ute City Council met with Mayor Hageman in regular, open session on Monday, June 5, 2023 at 7pm in the Council Chambers, City Hall with the following council members present: Jimmy Carlson, Josh Gotto, Matt Leitz, Becky Miller, Ryan Pithan. Also Present: City Clerk Leah Schwery, Public Works Superintendent Lonnie Carlson. The meeting was called to order at 7:00pm by Mayor Hageman. Motion by Gotto, seconded by Leitz to approve the agenda. All ayes. MC Mayor Hageman opened the public hearing on the maximum proposed tax levy at 7:01 PM. Mayor Hageman closed the public hearing on the maximum proposed tax levy at 7:02 PM. Motion by Pithan, second by Miller to approve Resolution 2023-20 – A Resolution to approve the maximum tax dollars from certain levies for the City’s proposed fiscal year 2023-2024 budget. All ayes. MC Mayor’s Report: Building permits approved – Frank McAndrews concrete pad, Buddy Leisinger deck, St. Paul’s Lutheran Church new steps and concrete pad, Leah Schwery concrete pad addition. Lonnie Carlson spoke on truck parking within the city. Motion by Leitz, seconded by JCarlson to approve the expense of oiling the gravel road. All ayes. MC Motion by Pithan, seconded by Miller to approve the consent agenda: Bills from March, April, and May 2023, Tobacco Permits: Sparetime and Ampride II. Motion by Carlson, second by Leitz to accept the street bids and award contract to Barkley. All ayes. MC Motion by Leitz, second by Gotto to set public hearing for FY2024 Budget for Monday, June 10, 2023 at 7:00 pm at City Hall. All ayes. MC Motion by Carlson, second by Miller to approve JEO amendment to Owner-Engineer agreement – amendment 2. All ayes. MC Motion by Miller, seconded by Gotto to approve additional funding from the USDA for the water tower project. All Ayes. MC Motion by Leitz, seconded by Gotto to approve ORDINANCE 224 – An Ordinance Amending the Ute Municipal Code, 2017, Title VI-Physical Environment, Chapter 5 Utilities – Billing Charges. All ayes. MC Motion by Leitz, seconded by Gotto to waive the 2nd and 3rd readings for Ordinance 224 and adopt. All Ayes. MC Motion by Leitz, second by Carlson to proceed with civil infractions for those residents that received clean-up letters and have not resolved the issues. All ayes. MC Motion by Miller, second by Carlson to approve Resolution 2023-21 Bi-weekly payroll. All ayes. MC Due to technical issues, the May 2023 water bills went out late and late fees or penalties were waived. Triple C Pest Control mosquito spraying started Tuesday May 23rd just before dusk and will continue for 16 weeks – weather permitting.
