City of Mapleton Minutes - Regular Council Meeting October 11, 2023 The regular meeting of the city council was held on October 11, 2023 at 5:30 p.m. Roll call was taken with the following members present, Mayor Brent Streck, Joe Hogan, Benita Uhl, Abby Koenigs, Dian Bleil and Angie Sass. Pledge of Allegiance was recited. Motion by Benita Uhl, second by Joe Hogan to approve minutes from the previous meetings. Ayes: All. Motion carried. Motion by Dian Bleil, second by Abby Koenigs to approve the order of the agenda. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to approve passage of Resolution 2023-16 Authorizing Execution and Submittal of the Five-Year Capital Improvement Program and Long Range Needs Assessment for the Mapleton Municipal Airport. Ayes: Dian Bleil, Benita Uhl, Joe Hogan, Abby Koenigs, Angie Sass. Motion carried. Motion by Angie Sass, second by Joe Hogan to approve reimbursement from Alex Boyle of $606.71 and Andrew Miller of $4,512.50 if vest and handcuffs are returned or $5,857.54 if those items are not returned. At $200.00 per month reimbursement schedule. Ayes: All. Motion carried. Motion by Dian Bleil second by Angie Sass to approve renewal of Beef N Brew liquor license. Ayes: All. Motion carried. Motion by Angie Sass, second by Abby Koenigs to approve one of the estimates for a new police computer with the most storage. Ayes: All. Motion carried. Motion by Benita Uhl, second by Abby Koenigs to accept the bid from Corey Hamman of $277.00 per acre for a three year lease for the ground near the cemetery. Ayes: All. Motion carried. Motion by Angie Sass, second by Joe Hogan to proceed with bidding process for 2024 Paving and Storm Sewer Improvement Projects as set out by DGR Engineering. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to enter into closed session. Ayes: All. Motion carried and closed session began at 6:34 p.m. Iowa Code Section 21.5.1(c) “To discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. MCDC/Allen Towne property Motion by Angie Sass, second by Joe Hogan to end closed session. Ayes: All. Motion carried and closed session ended at 7:29 p.m. Motion by Angie Sass second by Abby Koenigs to authorize the city attorney to send a letter requiring Alan Towne to comply within 30 days to obtain a building permit for fence on his south property line or a citation will be issued if compliance is not met. Ayes: All. Motion carried. Motion by Abby Koenigs, second by Angie Sass to approve payment of bills as presented. Ayes: All. Motion carried.
