City of Mapleton Minutes - Regular Council Meeting January 11, 2023 The regular meeting of the city council was held on January 11, 2023 at 5:30 p.m. Roll call was taken with the following members present, Joe Hogan, Abby Koenigs, Angie Sass, Dian Bleil and Benita Uhl. Absent: Brent Streck. Also present was John Hines from Crary Huff Law Firm. Pledge of Allegiance was recited. Motion by Angie Sass, second by Joe Hogan to approve minutes from the previous meeting. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to approve the order of the agenda. Ayes: All. Motion carried. Chris Blake from Hoffman Agency was present to discuss the health insurance renewal. By moving from United Health Care to Well Mark the premium will basically stay the same for this year. Motion by Joe Hogan, second by Angie Sass to approve the health insurance renewal with Wellmark Blue Cross Blue Shield. Ayes: All. Motion carried. MCDC is working on a needs assessment grant which is a first step in possibly applying for grants for day care. The house at 407 South 8th Street is being town down today that was purchased by MCDC. Marshall Goslar reviewed his report. The fire hydrant by the Catholic church was damaged but Marshall was able to order a repair kit for the hydrant at an estimated cost of $250.00. Alex Boyle gave a verbal report to the council with the statistics for the month. Nuisance abatements were discussed. The AmeriGas property has been petitioned to the court as abandoned property and expected a ruling from the court within the month. Motion carried. Motion by Dian Bleil, second by Angie Sass to approve passage of Resolution 2023-02 Regarding Fiscal Policies. Ayes: Dian Bleil, Angie Sass, Joe Hogan, Benita Uhl, Abby Koenigs. Motion carried. Motion by Joe Hogan, second by Benita Uhl to approve passage of Resolution 2023-03 Regarding Records Custodians. Ayes: Dian Bleil, Benita Uhl, Joe Hogan, Angie Sass, Abby Koenigs. Motion carried. Motion by Joe Hogan, second by Dian Bleil to approve passage of Resolution 2023-04 Designating Depositories for Public Funds. Motion by Benita Uhl, second by Joe Hogan to approve passage of Resolution 2023-05 Amending the City Handbook and adopting the safety manual. Motion by Joe Hogan, second by Dian Bleil to approve passage of Resolution 2023-06 setting public hearing for proposed sale of 321 Main Street and set public hearing date of February 8, 2023. Ayes: Dian Bleil, Joe Hogan, Abby Koenigs, Angie Sass, Benita Uhl. Motion carried. Motion by Joe Hogan, second by Benita Uhl to approve payment #2 to Bainbridge Construction for $4,042.90 and 10% retainage of $10,813.58 in 30 days for alley project. Ayes: All. Motion carried. Motion by Joe Hogan, second by Dian Bleil to approve payment #3 to Steve Harris Construction for $19,850.25 and 10% retainage of $16,972.41 in 30 days for Tower Street expansion. Ayes: All. Motion carried. Budget workshop is set for January 26, 2023 at 5:30 p.m. Motion by Dian Bleil, second by Angie Sass to approve directing legal council to contact utility board for possible board meeting. Ayes: All.
