City of Mapleton Minutes - Regular Council Meeting August 9, 2023 The regular meeting of the city council was held on August 9, 2023 at 5:30 p.m. Roll call was taken with the following members present, Mayor Brent Streck, Joe Hogan, Benita Uhl and Abby Koenigs. Absent: Angie Sass and Dian Bleil. Pledge of Allegiance was recited. Motion by Benita Uhl, second by Abby Koenigs to approve minutes from the previous meetings. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to approve the order of the agenda. Ayes: All. Motion carried. Motion by Joe Hogan, second by Benita Uhl for the city to review our ordinance and make changes to allow 4-wheelers upon city streets as also allowed by the state. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to approve passage of Resolution 2023-14 adopting the Disadvantaged Business Enterprise Program and all aspects of the DBE Program for Federal DOT projects. Ayes: Abby Koenigs, Benita Uhl and Joe Hogan. Motion carried. Motion by Joe Hogan, second by Benita Uhl to determine who complete traffic studies and an estimated cost of the study before proceeding. Motion by Abby Koenigs, second by Joe Hogan to approve passage of a procurement policy as required for the downtown housing grant after approval from RSM who assisting in managing the grant. Motion by Joe Hogan, second by Benita Uhl to approve passage of a development agreement between the City of Mapleton and GLD, LLC regarding the downtown housing grant. Ayes: All. Motion carried. Motion by Joe Hogan to appoint Alex Ehlers as police chief and Jeremy Bellis as assistant chief. Motion dies for lack of second and more details. Motion by Joe Hogan, second by Benita Uhl to eliminate the water permits sold for $180.00 per year at the end of this calendar year. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to approve the bid from CIT for cleaning and repairing ten areas in the sewer line at a cost of $47,740.00. Ayes: All. Motion carried. Motion by Benita Uhl, second by Abby Koenigs to approve termination of all farm leases, both verbal and written. Ayes: All. Motion carried. Motion by Benita Uhl, second by Abby Koenigs to approve the electric board recommendation to appoint Chris Blake to another term on the electric board. Ayes: All. Motion carried. Motion by Benita Uhl, second by Joe Hogan to approve advertising for hiring to replace a position that will be open May of 2024 due to an employee’s retirement. Ayes: All. Motion carried. Motion by Benita Uhl, second by Abby Koenigs to approve payment of concrete repairs of $3,500.00 when Marshall approves it’s been completed, to replace a curb that was removed at 7th and Heisler Streets. Ayes: All. Motion carried. Motion by Abby Koenigs, second by Joe Hogan to approve reimbursement to Marshall Goslar for a barrel mover and a strap that he purchased. Ayes: All. Motion carried.
