Charter Oak City Council - Special Meeting Minutes May 10, 2023 The Charter Oak City Council met in special session on May 10, 2023. Mayor Randy Ulmer called the meeting to order at 7:29 PM. Members present were Randy Ulmer, Peggy Staley, Ben Heyne, Russ Maack, Alec Castillo and Jim Wilcox. Ashley Mohr was also in attendance. Motion Heyne/Maack to approve agenda. All ayes. Motion carried. Motion Heyne/Wilcox to approve hiring Jessica Jepsen as pool manager for 2023 season. All ayes. Motion carried. Motion Staley/Heyne to approve hiring 7 lifeguards for 2023 season. Abbey Meseck, Annamarie Mallory, Kennedy Goslar, Ava Klinker, Koltin Linkenhoker, Rylee Linkenhoker and Logan Miller. All ayes. Motion carried. Council discussed water and sewer rate increases.
