Charter Oak City Council Meeting Minutes October 2, 2023 The Charter Oak City Council met in regular session on October 2, 2023. Mayor Randy Ulmer called the meeting to order at 7:00 pm. Members present were Peggy Staley, Jim Wilcox and Alec Castillo. Member Russ Maack joined the meeting at 7:13 pm. Member Ben Heyne was absent. Others in attendance were Ashley Mohr, Lindsey Schnoor, Troy Davis, Bob Selig, Craig Warnock, Jake Hopp, Donald Friedrichs, and Tracy Helmhold. Motion Wilcox/Staley to approve agenda. All ayes. Motion carried. Motion Staley/Castillo to approve September 5, 2023 meeting minutes. All ayes. Motion carried. Public Forum: Don Friedrichs thanked the council for the work done to 1st Street and the alley. Councilman Castillo asked if something could be done regarding the properties on Railroad Street. Tracy Helmhold inquired about the nuisance abatement process. Department Reports: Maintenance: Bob Selig reported street sweeper parts had been delivered and he was preparing the pool for winterization. Fire: Assistant Fire Chief Jake Hopp reported there were 2 medical calls, 4 fire calls (3 mutual aid) and 1 service call. Motion Maack/Staley to purchase four Falken tires for the city pickup from 141 Tire Service, and four Hankook tires for the plow truck from Jepsen Repair. All ayes. Motion carried. Motion Staley/Wilcox to approve city clerk and deputy city clerk to attend budget workshop in Atlantic. All ayes. Motion carried. Motion Staley/Wilcox to approve bid from Midwest Construction for storm drain repair at 1st and Birch. All ayes. Motion carried. Council discussed a lagoon dredging update from Troy Davis. No action taken. Motion Maack/Staley to approve blocking off Main Street from Railroad to 1st Street on October 31st from 4 to 8 for Trunk or Treat. All ayes. Motion carried. Council discussed coming up with a master list of projects that require a building permit. No action taken. Motion Wilcox/Maack to approve Aqua Sky as the new water tower paint color. Council discussed the proposed garbage contract provided by R & S Sanitation. No action taken. Motion Staley/Castillo to approve a building permit for 661 6th St for a backyard fence. All ayes.
