Charter Oak City Council Meeting Minutes November 6, 2023 The Charter Oak City Council met in regular session on November 6, 2023. Mayor Randy Ulmer called the meeting to order at 7:00 pm. Members present were Peggy Staley, Ben Heyne, Russ Maack, Alec Castillo. Member Jim Wilcox was absent. Others in attendance were Ashley Mohr, Lindsey Schnoor, Jeff Reddick, Jake Hopp, Kyle Miller, Tracy Helmhold, Nancy Rosburg, Chris and Kathy Shelton, Deputies Henningsen and Stader. Motion Heyne/Maack to approve agenda after Staley moved to strike item #16 Attorney Fees from agenda. All ayes. Motion carried. Motion Staley/Heyne to approve October 2, 2023 meeting minutes. All ayes. Motion carried. Public Forum: Jeff Reddick addressed the council regarding an update on the nuisance abatement at 38 Oak, and requested attention between Railroad and Highway 141 on Pine St. Nancy Rosburg thanked the council for alley work completed near her residence. Department Reports: Maintenance: Maintenance supervisor was absent. Mayor Ulmer gave update on lagoon dredging and Councilman Heyne requested a Christman tree on Main St (Fire Department sponsored). Assistant Chief Miller reported 2 fire calls (1 mutual aid) and 2 EMS calls for October, and Wildland 1 truck was winterized. Assistant Chief Hopp reported their turnout for Halloween Open House. Served around 300 meals. Motion Heyne/Staley to table #7 Bids for Tractor Tires and try to repair current tire. All ayes. Motion carried. Motion Heyne/Maack to approve garbage contract with R & S Waste. All ayes. Motion carried. Motion Heyne/Staley to approve hiring Dorsey & Whitney to update current Urban Revitalization Plan. All ayes. Motion carried. Motion Heyne/Maack to approve purchasing Microsoft 365 for remaining city employees and gather more information on GWorks Core software. All ayes. Motion carried. Motion Staley/Heyne to approve Resolution 11-06-2023, Approving Annual Street Finance Report. Ayes: Staley, Heyne, Maack, Castillo. Nays: none. Absent: Wilcox. Motion carried. Motion Staley/Heyne to approve Resolution 11-06-2023B, Approving Annual Financial Report for FY Ended June 30, 2023. Ayes: Staley, Heyne, Maack, Castillo. Nays: none. Absent: Wilcox. Motion carried. Motion Heyne/Castillo to approve putting the City’s snow emergency in the Mapleton Press newspaper. All ayes. Motion carried. Council discussed progress in City Park from hail damage with the possibility of siding shelter house instead of painting, and steel roof instead of asphalt shingles. No action taken. Motion Staley/Maack to approve building permit submitted for 215 Spruce for a roof over back patio. All ayes. Motion carried. Council did not approve building permit submitted for 403 Cedar due to property line discrepancy. Motion Heyne/Staley to approve hiring Crary Huff Law Firm as our new city attorney. All ayes. Motion carried. Council discussed possible removal of tree(s) in right-of-way way at 258 3rd St. Requested Klink’s Dozing take a look to determine action needed. No action taken. Motion Maack/Castillo to approve bills. All ayes.
