Charter Oak City Council Meeting Minutes February 5, 2024 The Charter Oak City Council met in regular session on February 5, 2024. Mayor Peggy Staley called the meeting to order at 7:00 pm. Members present were Alec Castillo, Ben Heyne, Tracy Helmhold and Nathan Mohr. Member Russ Maack arrived at 7:01 pm. Others present were Jake Hopp, Kyle Miller, Bob Selig, Craig Warnock, Nancy Rosburg and Ashley Mohr. Motion Castillo/Mohr to approve agenda. All ayes. Motion carried. Motion Castillo/Heyne to approve regular meeting minutes from January 8, 2024 and work session meeting minutes from January 8, 2024. All ayes. Motion carried. Public Forum: No one spoke during public forum. Department Reports: Maintenance: Bob and Craig updated the council on the breakdowns/repairs done to the city trucks. Council discussed upcoming purchase needs for FY 24/25 budget.   Fire: Chief Miller reported five calls for January (3 EMS and 2 car accidents). Discussed February 16th fish fry fundraiser details. Council discussed budget needs for FY 24/25 budget. Library: Librarian Nancy Rosburg provided council with her semi-annual review. Informed the council of what the library board intended to do with the memorial money received. Motion Mohr/Castillo to approve second reading of Ordinance 198-24 Amending Solid Waste Charges. Ayes: Castillo, Heyne, Maack, Helmhold, Mohr. Nays: None. Absent: None. Motion carried. Council discussed the bill from Bedrock Concrete for lagoon dredging. No action taken. Council discussed quote from Mid Country Machinery for street sweeper repairs. Motion Heyne/Mohr to have city maintenance department do as many of the repairs in-house. All ayes. Motion carried.   Mayor/Clerk updated council on final audit report. Motion Heyne/Mohr to increase pool daily admission fee to $5.00, family season pass fee to $100.00, and leaving single season pass fee at $50.00. All ayes. Motion carried. Council discussed compiling a list of nuisance abatements, and sending out letters. Motion Heyne/Helmhold to pay Bob Selig health insurance stipend minus tobacco premium pending proof of insurance, and levying on FY 24/25 budget for health insurance for city employees. All ayes. Motion carried.   Council discussed making 4H exhibit buildings next priority on hail damage repairs. Council discussed updating schedule of fees and trimming all branches in City right-of-way below 15 feet over city streets and alleys.   Council discussed assisting the fire department with their fish fry fundraiser on February 16th. Proceeds will go towards a replacement tanker truck. Council discussed a possible bug program for the lagoons. No action taken. Mayor/Council/Clerk discussed the FY 24/25 budget and set the Property Tax Public Hearing date for March 28, 2024 at 7:00 PM. Motion Heyne/Castillo to approve bills. All ayes. Motion carried.
