Charter Oak City Council Meeting Minutes April 1, 2024 The Charter Oak City Council met in regular session on April 1, 2024. Mayor Peggy Staley called the meeting to order at 7:00 PM. Members present were Alec Castillo, Russ Maack, Tracy Helmhold and Nate Mohr. Members absent were Ben Heyne. Others in attendance were Ashley Mohr, Craig Warnock, Nancy Rosburg, Robert Wendt, Mitchell Pape, Troy Davis and Kyle Miller. Motion Helmhold/Maack to approve agenda, striking agenda item #25, State Champion Sign Replacement. All ayes. Motion carried. Motion Mohr/Maack to approve March 4, 2024 regular meeting minutes and March 14, 2024 special meeting minutes. All ayes. Motion carried. Motion Mohr/Maack to open public hearing at 7:02 PM, “NOTICE OF PROPOSAL TO ENTER INTO A GENERAL OBLIGATION FIRE TRUCK ACQUISITION LOAN AGREEMENT”. All ayes. Motion carried. No public comments. Motion Mohr/Castillo to close public hearing at 7:02 PM. All ayes. Motion carried. Public Forum: Robert Wendt addressed the council regarding concerns about property lines with the property to the North. Mitchell Pape also addressed the council regarding residents in town speeding around the school zone and reckless driving around town. Nancy Rosburg pointed out to the council the new table and chairs purchased for the library with memorial monies in honor of Julie Strait. Department Reports: Maintenance: Craig Warnock reported to the council Pool Professionals are coming this week to work on pool repairs. Craig also reported the sewer line at UBI had been jetted. Fire: Chief Miller reported there was 1 EMS call last month. The fire department burned the ditches at the lagoons, and they will be doing a few controlled burns in the near future. Motion Helmhold/Mohr to approve setting up a meeting with Chad and Cody Mohr with Bedrock Concrete. All ayes. Motion carried. Motion Castillo/Maack to approve a bid from Ten Point Construction in the amount of $15,825.00 for additional work on L51. All ayes. Motion carried. Motion Castillo/Mohr to approve Resolution No 04-01-2024, Fiscal Year 2023/2024 Budget Transfer. Ayes: Castillo, Maack, Helmhold, Mohr. Nays: None. Absent: Heyne. Motion carried. Motion Helmhold/Mohr to approve Resolution No 04-01-2024D, Authorizing & Approving a Loan Agreement, Providing for the Sale & Issuance of a $70,000 General Obligation Fire Truck Acquisition Note, Series 2024 & Providing for the Levy of Taxes to Pay the Same. Ayes: Castillo, Maack, Helmhold, Mohr. Motion carried. Motion Castillo/Mohr to approve hiring Garrett French as part-time maintenance at $20.00/hour up to 20 hours/week. All ayes. Motion carried. Motion Maack/Castillo to approve an hourly raise to $23.00/hour for the city clerk. All ayes. Motion carried. Council member Mohr abstained due to conflict of interest. No action taken on health insurance stipend. Council discussed derelict buildings and nuisance abatements. No action taken. Council discussed the purchase of a new city truck and a dump trailer. No action taken. Council discussed branch chipping at the dump site. No action taken. Council discussed alley and street repair. No action taken. Council discussed the possibility of adding speed bumps. No action taken. Council discussed the painting of parking lines and school crossings on main street. Craig will take care of this. Council discussed possibly making Main Street between Third and Fourth Streets a one-way street during school hours. No action taken. Council discussed updating the current Urban Revitalization Plan tax abatement scales. No action taken. Council discussed two grants available from ISU for community development. No action taken. Motion Mohr/Helmhold to approve a building permit at 204 Cedar for a 25 ft. fence along the north sidewalk and replacing parts of the sidewalk. All ayes. Motion carried.
