MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 9, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 9, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff, was present for authorization to accept bids for body cameras. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to give Sheriff Ewing authorization to accept bids for body cameras. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold was present for Secondary Roads business. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 25-26 The Board of Supervisors consents to hire Larry Parks to fill a Seasonal Roadside Operator position at a start rate of $21.00 per hour. Rolph Monona County Auditor Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single phase 4/0 secondary underground cable replacing existing overhead secondary line across Oak Avenue. Underground road crossing will take place at the driveway of 21726 Oak Avenue and will go from right of way edge to right of way edge. Cable will be installed a minimum of 48 inches deep in Kennebec Township (84N) (44W) section 35. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve miscellaneous utility permit for Northwest Iowa Power Cooperative (NIPCO). Rebuilding existing transmission lines in the same alignment with new structures, insulators, hardware, and conductor to update specifications guided by NECS and the Iowa Electric Safety Code. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were bridges, Farm to Market Roads, rock hauling, and edge rutting. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to recess the Board of Supervisor’s meeting to convene as Drainage Trustees at 10 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for drainage business. Also present were Caleb Rasmussen and Eric Sibenaller, Engineers with ISG. Landowners and interested parties were Tim Hodgson, Hugo Mahloch, Matt Dehn and Ron Paseka. It was moved by Fox, seconded by Brouillette to open the public hearing for the Oliver Lake Main Drainage Ditch proposed repairs. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Chairman Fox turned the hearing over to Engineer Rasmussen who announced this is the time and place for the hearing on the Oliver Lake Main proposed repairs per the petition filed by Hugo Mahloch on May 13, 2024. There were 2 written objections filed prior to the time of the hearing. Drainage clerk read the objections filed by Hugo Mahloch and Paul Kazakevicius on behalf of Kazak Land Management LLC. The objections are on file in the drainage office. No additional objections were filed. Drainage Clerk stated affidavits of mailing and publication are on file as per IA code 468. Engineer Rasmussen stated the purpose of todayís public hearing is to discuss the proposed repairs for the Oliver Lake Main Drainage Ditch. Rasmussen presented the report along with the plans and a handout explaining the open channel design elements, channel geometry and grade, and engineering limitations on capacity analysis of sedimented open channels. After much discussion, it was moved by Fox, seconded by Phillips to close the hearing. Vote on motion: Ayes: Fox, Phillips and Brouillette. Nays: None. Motion carried. It was motioned by Phillips, seconded by Brouillette to have Engineer Rasmussen prepare plans and specifications as amended in todayís hearing. Vote on motion: Ayes: Phillips, Brouillette and Fox. Nays: None. Motion carried. Rasmussen stated after harvest, he should have the plans completed. Bid letting will take place in January 2026 at the earliest. Construction will most likely take place in the Fall 2026. The Board, on its own motion and vote, duly carried, adjourned. Jim Wigton, IT Director, was present for approval of a contract with Nomic for Outpost Pre-Firewall protection. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve contract with Nomic for Outpost Pre-Firewall protection. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of September 2, 2025, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox attended the Loess Hills Alliance Meeting; he shared the information presented. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to table authorizing the Chairmanís signature on letter to Webster County for reimbursement for Medical Examiners expenses until transportation costs are received. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to vote the Iowa Municipalities Workersí Compensation Association (IMWCA) Board of Trustees ballot. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded Supervisor Brouillette to authorize the Chairman’s signature on status/payroll change form for Terri Pratt, Assessor. She will be going from $71,968 per year to $82,000 per year as the newly appointed Assessor. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried.
