MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 8, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, September 8, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Present for public comments were Sandy Bubke, Zoning Administrator, Wray Wright, Robert Bianchini, and Kevin Alons, State Senator District 7. Sandy discussed with the Board the ongoing issues with the DNR and IDALS that are bypassing the Monona County Zoning Ordinance. Sandy will continue to have discussions with the DNR and IDALS to work towards a solution. No action taken. Secondary Roads Engineer John Rasmussen was present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve external posting for a seasonal employee. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion item was motor graders. No action taken. Kevin Ewing, Sheriff, was present for authorization to advertise for Jailer/Dispatcher. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to give Sheriff Ewing authorization to advertise for Jailer/Dispatcher. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette, to recess the Board of Supervisor's meeting at 10:00 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Ashley Brown, Drainage Clerk, was present for Drainage business. Also present was Engineer Caleb Rasmussen. It was moved by Fox, seconded by Phillips, to approve the claims for payment. Vote on motion: Ayes: Fox, Phillips, Brouillette. Nays: None. Motion carried. The claims are on file in the drainage office. It was moved by Fox, seconded by Brouillette to award the contract for McNeill Intercounty Phase II repairs to L.A. Carlson pending Harrison County approval. Vote on motion. Ayes: Fox, Brouillette, Phillips. Nays: None. Motion carried. The Board, on its own motion and vote, duly carried, adjourned. Nays: None. Abby Riesberg, Treasurer, presented the Semi-Annual Report. Discussion followed. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to authorize the BoardÃs signatures on Semi-Annual Report. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to approve the minutes of September 1, 2026, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips, to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox attended the Loess Hills Alliance meeting; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve the updated handbook with changes to the credit card policy. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to acknowledge receipt of Monona County and Provider Program Agreement from Mapleton Food Pantry. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Homestead and Military Applications were reviewed. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to table the Chairman's signature on Homestead & Military Applications. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to acknowledge receipt of annual review from Sunset at Blue Oasis RV Park.
