MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 15, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, September 15, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer John Rasmussen and Randy Tremayne, Murphy Tractor Equipment Company, were present for Secondary Roads business. Propane bids were as follows: Johnson Propane bid was $1.15 per gallon; Agriland FS Inc bid was $1.094 per gallon; Farm Service Cooperative bid was $1.08 per gallon. Engineer Rasmussen will prepare a bid tab. No action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to approve external posting for Operator II in Soldier. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 26-47 The Board of Supervisors accepts the quote from Murphy Tractor to supply Deere 772P Motor Grader to Monona County as specified. The cost is $433,800 with an 8 year / 9, 000 warranty. The Board of Supervisors authorizes the Engineer to sign the purchase agreement and process the transaction for payment. Rolph Monona County Auditor Kevin Ewing, Sheriff, was present for authorization to hire internally for Deputy Sheriff. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to give Sheriff Ewing authorization to hire Brandon Gosch as full-time Deputy Sheriff. Mr. Gosch will start at $34.93 per hour plus $0.25 per hour shift differential. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to recess the Board of Supervisor's meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. The McNeill Lateral 8 slough cleanout requested by landowners was discussed. The Board authorized AgriVia to send out requests for quotes to the Monona County contractors we have on file for the repair. It was moved by Phillips, seconded by Fox, to sign the notice of award of contract to L.A. Carlson for the McNeill Intercounty Phase II repair. Vote on motion. Ayes: Fox, Brouillette, Phillips. Nays: None. Motion carried. It was moved by Brouillette, seconded by Phillips, to approve the claims for payment. Vote on motion: Ayes: Fox, Phillips, Brouillette. Nays: None. Motion carried. The claims are on file in the drainage office. The Board, on its own motion and vote, duly carried, adjourned. At the hour of 10:30 a.m., the Monona County Board of Supervisors convened as the Official Canvassers of the September 8, 2026, MVAO Special Election with Commissioner of Elections Peggy A. Rolph and Election Deputy Courtney Nagel attending to present the Official Tally List. The results were as follows: 103 Yes votes and 33 No votes. Motion was made by Supervisor Phillips, seconded by Supervisor Fox, to approve the minutes of September 08, 2026, as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Supervisor Phillips attended the SIMPCO meeting via zoom; he shared the information presented. Supervisor Fox attended the Monona County Conservation meeting; he shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips, to approve wage increase for Eric Furness. He will be going from a step two certified deputy at $35.18 per hour with $0.10 longevity per hour to a step three certified deputy at $35.48 per hour with $0.10 longevity per hour per Sheriff's MOU. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The Homestead and Military Applications were reviewed. No action taken. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox, to acknowledge receipt of letters from the Mapleton Food Pantry. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette, to authorize the Chairman's signature on letter to MARAD for clarification regarding Build America Buy America (BABA).
