MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 23, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 23, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda with changing Resolution 2025-27 to Resolution 2025-27 Resolution for Collection of Certain Property Taxes. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Randy Ping, Building Maintenance was present to update the Board on the insurance for the roof, elevator and HVAC. Discussion followed, no action taken. Also, present were Sheriff Kevin Ewing and Wray Wright. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to award FY 2026 Propane Contract to Farm Service Cooperative with a bid for $1.129 per gallon. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were Farm to Market Roads, E-54, bridges, box culvert, and rock hauling. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess at the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. Eric Sibenaller, graduate engineer with ISG, was also present. It was moved by Fox, seconded by Phillips to accept the Specs and Plans for the Oliver Lake Lateral # 1 Open Ditch Repair Project as filed today. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. It was moved by Brouillette, seconded by Phillips to direct the engineer to send the project to contractors for bid. Vote on motion: Ayes: Brouillette, Phillips and Fox. Nays: None. Motion carried. It was moved by Fox, seconded by Brouillette to set the date of October 14, 2025 @ 10:00 a.m. for bid opening. Bids need to be received by 10-14-25 @ 10:00 a.m. and will be opened at the Drainage Meeting in the basement of the Monona County Courthouse. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Tentative substantial completion of the project is set for December 15, 2025. The Board, on its own motion and vote, duly carried, adjourned. Supervisor Fox introduced and moved for adoption the following Resolution, seconded by Supervisor Brouillette: RESOLUTION 2025-23 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the Monona County Assessor that a correction, due to an error regarding a Military Exemption, is needed and WHEREAS, the administration in accordance with Chapter 443.19 states that no failure of the owner to have such property assessed or to have the error with the Military Exemption corrected, the County Assessor has asked the Board to abate a portion of the taxes by resolution. BE IT HEREBY RESOLVED per Iowa Code 427.10 that a portion of the 2024 taxes to be collected in 2025 - 2026 totaling $124 concerning parcel ONWM #8345-05-4-25-042 owned by Andrew James and Megan Schiltz are hereby abated. BE IT HEREBY RESOLVED per Iowa Code 427.10 that a portion of the 2024 taxes to be collected in 2025 - 2026 totaling $1,136 concerning parcel SHWM #8245-17-1-00-001 owned by Charles Duane Collison are hereby abated. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to authorize the Chairman’s signature on letter to Webster County for reimbursement for Medical Examiner expenses. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of Manure Management Annual update for Lyle L. Ernst facility #58309. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to acknowledge receipt of Maximus Report. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to authorize the Chairman’s signature on status/payroll change form for three-month increase for Mallory Warren. She will go from $18 per hour to $18.50 per hour per hiring agreement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to authorize the Chairman’s signature on status/payroll change form for three-month increase for Ashley Brown. She will be going from $18 per hour to $18.94 per hour per hiring agreement. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to table change order #6 with Walker Brothers Roofing, LLC for further information.
