MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 16, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, September 16, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Vice-Chairman Brouillette presiding. Other Supervisors present: Vince Phillips. Supervisor Absent: Bo Fox. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda with removing Haley Bryan, County AttorneyóAlicia Maxwell, ON Media Presentation for Use of Opioid Funding for Marketing Purposes. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Kevin Ewing, Sheriff, and Josh Schaben, Conservation Director, were present for consideration to approve Law Enforcement Policy with Monona County Conservation. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve Law Enforcement Policy with Monona County Conservation. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman were present for Secondary Roads business. Bid opening for FY 2026 propane were as follows: Farm Service Cooperative bid was $1.129 per gallon for an estimated 16,800 gallons. Agriland FS Inc. bid was $1.13 per gallon for an estimated 16,800 gallons. Johnson Propane bid was $1.21 per gallon for an estimated 16,800 gallons. Engineer Bechtold will prepare a bid tab. No action taken. Supervisor Brouillette introduced and moved to adopt the following Resolution, seconded by Supervisor Phillips: RESOLUTION NO. SR 25-27 The Board of Supervisors consents to establish Operator Premium Pay of $3.00/hour in addition to regular Operator pay rate while assuming Foreman responsibilities when the Foreman is absent. This premium is temporary and conditional: * Applies only for hours worked in the Foreman role * Established as a 6-month trial period to establish effectiveness * Can be discontinued at the Board’s discretion after trial period. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to recess the Board of Supervisor’s meeting to convene as Drainage Trustees. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. It was moved by Brouillette, seconded by Phillips to table the Oliver Lake Lat 1 filing of plans and specs. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Engineer Rasmussen provided a letter on the Oliver Lake Lateral No. 1 ditch repair project that will be sent to the twelve landowners traversed by the Oliver Lake Lat 1 Drainage District. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to reconvene the Board of Supervisorís meeting. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the minutes of September 9, 2025, as read. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve claims. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Supervisor Phillips attended the SIMPCO meeting. He shared the information presented. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve status/payroll change report for Kianna Mai Hersom for becoming step II certified. She will be going from $22.93 per hour with $0.25 per hour for shift differential to $23.13 per hour with $0.25 per hour for shift differential. Vote on motion: Ayes: Brouillette and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of Monona County Clerk of Court Report of Fees collected for August 2025.
