MONONA COUNTY BOARD OF SUPERVISORS MEETING SEPTEMBER 1, 2026 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o'clock on Tuesday, September 1, 2026, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Robert Bianchini inquired about an update on the letter that was sent to Hawthorn Land Holdings, LLC. At this time there is not an update available. No action taken. Sheriff Ewing was present for authorization to advertise for internal posting for Deputy Sheriff. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to give Sheriff Ewing authorization for internal posting for Deputy Sheriff. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Peggy Rolph, Auditor was present for approval to purchase an additional Unisyn Freedom Vote Scanner (FVS) and Unisyn Freedom Vote Tablet (FVT). Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to give Auditor Peggy Rolph approval to purchase a Unisyn Freedom Vote Scanner (FVS) for $5,700 and Unisyn Freedom Vote Tablet (FVT) for $3,600. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer John Rasmussen, Wray Wright, and Randy Tremayne, Murphy Tractor were present for Secondary Roads business. Resolution SR26-47 Purchase of Motor Grader died for a lack of a second. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve external posting for Operator III Mapleton Shed. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to acknowledge receipt of resignation letter from Cameron Golden. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to recess the Board of Supervisorís meeting at 9:30 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, Drainage Clerks, were present for Drainage business. Present at 9:30 a.m. for the Bid Opening for the McNeill Intercounty Phase II Repair Project were Harrison County Supervisors, Brian Rife and Rebecca Wilkerson; John Rasmussen, Engineer for Monona and Harrison Counties; Michelle Kersten, Drainage Clerk, Harrison County; Wray Wright, Colleen Petersen, Megan Thompson, Wade Brumbaugh, Eric Carlson, Wayne Rock and Tyler Greene. Engineer Caleb Rasmussen announced this is the time for the bid opening for the McNeill Phase II Repair Project. He asked if there was any reason the bids should be rejected. The Joint Board answered no. Engineer Caleb Rasmussen then checked each sealed bid for the bid bond, the acknowledgement of the addendum, and the presence of the status form. All seven (7) bids submitted had the required documentation. Engineer Caleb Rasmussen read the bids and they were as follows: Hendrickson Transportation, Hamburg, IA $2,072,580.34 Bainbridge Construction, Kingsley, IA $1,504,694.14 LA Carlson Contracting, Hinton, IA $739,262.72 Johnston Excavating, Sloan, IA $879,644.37 Nelson & Rock, Onawa, IA $1,882,527.60 CJ Moyna & Sons Construction, Elkader, IA $1,632,259.60 MDX, Sidney, IA $1,039,966.28 Engineer Caleb Rasmussen stated he would prepare a bid tabulation for any discrepancies. No action taken. Present at 10:00 a.m. at the Onawa Public Library, Onawa, IA for the Public Hearing on the Commissioners' Report for Reclassification of Benefits, McNeill Intercounty Drainage District were: Amanda Goodenow and Luke Carpenter, Engineers with ISG; Caleb Rasmussen, Engineer with MOREngineering; Brian Rife, Tony Smith and Rebecca Wilkerson, Harrison County Supervisors; Michelle Kersten, Drainage Clerk, Harrison County; Allen Carrier, James and Beverly Alexander, Craig Perry, Larry Hutchinson, Allie Miller and Russell Collison. Chairman Fox announced that this is the time and place for hearing on the Commissioners Report for Reclassification of Benefits in the McNeill Intercounty Drainage District, Monona and Harrison Counties, Iowa. At 10:03 a.m. Fox then opened the hearing. There were no objections filed prior to todayís hearing. Drainage Clerk confirmed affidavits of publication and mailing. Luke Carpenter provided a power point presentation along with a couple of factor maps that explained how the Commissioners arrived at the new Assessment Schedule for the McNeill Intercounty Drainage District which includes the Main and Laterals NO. 1,2,3,4,5,6,7,8,9,10, (Consent Ditch) and 11 and answered any questions the landowners had. After much discussion, it was moved by Rife, seconded by Phillips to close the hearing. Unanimously approved and moved. It was moved by Wilkerson, seconded by Brouillette to approve the Commissioners' Report for Reclassification of Benefits, McNeill Intercounty Drainage District. Unanimously approved and moved. After full consideration of matters pertaining to this hearing and the Joint Board being duly advised on the premises, Supervisor Fox introduced, caused to be read and moved the adoption of the following: RESOLUTION WHEREAS, the Joint Board of Supervisors, acting as a Board of Trustees for the McNeill Inter-County Drainage District, which consists of the Main Open Ditch and eleven (11) lateral open ditches (Laterals No. 1-11), Monona and Harrison Counties, Iowa, heretofore appointed Amanda Goodenow, Engineer, Ken Carlson, Freeholder in Monona County and Larry King, freeholder in Harrison County as Commissioners to reclassify the lands in said District; and WHEREAS, said Engineer and Commissioners duly qualified and made a Report which was filed with the Monona County Drainage Clerk, and the Drainage Clerk gave due notice thereof to all owners of land within said District. Said notice is available online at mononacountyiowa.gov/drainage/project, available in the Monona County Drainage Office and the Harrison County Auditorís Office. Said notice was published in the Onawa Democrat, Onawa, Iowa on the 12th day of August 2026, the Mapleton Press, Mapleton, Iowa on the 13th day of August 2026 and the Harrison County Times Reporter, Missouri Valley, Iowa on August 12th, 2026. Proof of publication is on file in the Monona County Drainage Office; Notice was mailed to landowners on August 17,2026 per Iowa Code 468, and WHEREAS, said Joint Board at the time fixed for hearing in said notice fully considered the report with the revisions on the assessment schedule and has been duly advised in the premises. NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors, acting as Trustees of the McNeill Intercounty Drainage District, of Monona and Harrison Counties, Iowa, as follows: 1. That the Report of the Commissioners on the Classification/Reclassification of lands in said District filed on July 7, 2026, be and the same is hereby approved, confirmed and adopted as being correct, just and equitable. 2. That the assessments levied upon the annexed lands shall be limited to a proportionate share of the costs of current and future maintenance, repairs and improvements. BE IT FURTHER RESOLVED That the Report of the Commissioners shall constitute a classification of the lands involved and shall remain the basis of all further assessments for the purpose of said District unless revised by the Joint Board in the manner provided for reclassification. Supervisor Smith seconded the motion to adopt the foregoing Resolution, and upon roll being called, the vote was as follows: AYES: Phillips, Brouillette, Fox, Smith, Wilkerson and Rife. NAYS: None. Whereupon Chairman Fox declared the motion carried and the Resolution duly adopted this 1st day of September 2026. An Informational Meeting for the McNeill Lateral NO. 8 was held August 24, 2026. Jacob Hagan, Engineer with AgriVia stated the Board has the power to put out a work order to have a contractor clean the silt out of the McNeill Lateral No. 8 as requested by the attending landowners at the informational meeting. It was moved by Rife, seconded by Phillips to have AgriVia contact Brandon Albers to get a quote for the silt removal for the whole McNeill Lateral 8 drainage ditch as requested by landowners and report back to the Joint Board. Unanimously moved and approved. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to vote the Iowa Municipalities Workers Compensation Association (IMWCA) ballot. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve Monona County's sick leave incentive policy. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None.
