MONONA COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 8, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, October 8, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Wray Wright was present for public comment. Since Woodbury County passed a resolution regarding setbacks for wind turbines, he wanted to know what Monona Countyís setbacks were for wind turbines. The Board will get back to Wray with answers at the next meeting. No action taken. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman, Secondary Roads Mechanic Foreman Lucas Morton, Brice Farley of Murphy Tractor, and Wray Wright were present for Secondary Roads business. Bid opening for the pickups were Mac’s Chevrolet for a 2025 Chevy 2500hd crew cab $48,076, Knoepfler Chevrolet bid was for a 2025 Chevy 2500hd crew cab $50,630, and Karl’s bid was for a 2025 Chevy 2500hd crew cab for $54,171. A bid tab will be compiled. No action taken. Bid opening for the skid loader were as follows: Ziegler Cat’s bid was for a 2024 Cat 299D3 track 98hp for $107,742; Murphy Tractor’s bid was for a 2024 John Deere 331P track 98hp for $86,600; and Robinson Implement bid was for a 2024 Kubota SVL97-2 track 97hp for $75,147. A bid tab will be compiled. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve an additional credit card for the Secondary Roads department. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were safety action plan, required training, demo with John Deere equipment, interviews, and Foreman monthly meeting. No action taken. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks, were present for Drainage business. Others present were: Caleb Rasmussen, Engineer, and Gary Taylor, Attorney. McNeill Main Cleanout was discussed. Due to no communication from Union Pacific Railroad, it was decided by the Board of Supervisors, acting as Trustees, to have an informational meeting with the landowners on the McNeill Phase II project in December to see which direction they would like to proceed with. It was moved by Brouillette, seconded by Phillips to hold another informational meeting for landowners and persons with interest in Maple River Lateral 1, Monona County. The informational meeting will be held October 22, 2024 in the Board of Supervisors Board Room of the Monona County Courthouse at 10:00 a.m. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. It was moved by Brouillette, seconded by Phillips to authorize Chairman Foxís signature on the Monona County Drainage District Grant Procurement Policy dated October 8th, 2024. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The policy is on file in the Drainage Office. It was moved by Phillips, seconded by Brouillette to authorize Chairman Foxís signature on the Monona County Drainage Districts Fraud Reporting Policy dated October 8, 2024. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The policy is on file in the Drainage Office. Regina Smith and Michelle Matney, RML Architects, were present to discuss replacing the Courthouse and LEC roofs due to the storm damage from June 12, 2024. RML will review the bids the Sheriff received for the LEC and will make their recommendation at the next Board meeting. They will put together a scope of work for the courthouse and annex roofs in order to proceed with getting bids for replacement. No action taken. Also present were Kevin Ewing, Sheriff, and Randy Ping, Building Maintenance. Haley Bryan, County Attorney, was present to request an increase to the starting wage for an Assistant County Attorney because of the difficulty of finding an assistant. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to increase the starting wage to $75,000 per year for an Assistant County Attorney. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve the minutes of October 1, 2024 as read. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve claims. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to appoint Beau Hansen to the Monona County Compensation Board as the Treasurerís representative. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve one-year wage increase for Stacy Hein. She will be going from $21.24 per hour plus $0.25 per hour night shift differential to $22.36 per hour plus $0.25 per hour night shift differential plus $0.20 step increase per union contract. Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve one-year wage increase for Sierra Siebersma she will be going from $21.24 per hour plus $0.25 per hour night shift differential to $22.36 per hour plus $0.25 per hour night shift differential plus $0.20 step increase per union contract. Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to acknowledge receipt of Monona County Zoning/Environmental Health Quarterly Report.
