MONONA COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 29, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, October 29, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette. Supervisor Absent: Vince Phillips.  Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Kevin Ewing, Sheriff, and Chris Fester were present for the LEC roof bid. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve change order to pitch the roof as requested by the insurance adjuster. The amount of the change will be an additional $19,575. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Present, along with the Supervisors and Auditor for the Elected Official / Director Meeting, were: Josh Schaben, Conservation Director; Haley Bryan, County Attorney; Jim Wigton, IT Director; Sandy Bubke, Zoning/Environmental Health Administrator; Patrick Prorok, EMA Director; Chris Fester and arriving at 9:25 Charlie Bechtold, Secondary Roads Engineer. Absent were Abby Riesberg, Treasurer; Mark Witzel, Veterans Affairs Director; Kelly Seward, Recorder; Kevin Ewing, Sheriff; Tim Peters, Assessor. Activities were discussed and information was shared. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks, were present for Drainage business. Others present were: Patrick Mouw, Engineer. Onawa Drainage District 11th Street Drainage improvement project hearing on certificate of contract completion. It was moved by Fox, seconded by Brouillette to open the Public Hearing on the Certificate of Contract Completion for the 11th Street Drainage Improvement Project.  At 10:00 a.m. Chairman Fox announced this is the time and place for hearing on the Certificate of Contract Completion with Mark Albenesius, Inc., South Sioux City, NE on the repairs in the Onawa Drainage District, 11th Street Drainage Improvement Project. The Drainage Clerk announced that no objections and or claims for damages had been filed prior to the time of the hearing. The drainage clerk stated the affidavits of publication and mailing are present and are on file in the drainage office. At 10:07 a.m. it was moved by Fox, seconded by Brouillette to close the hearing on the Certificate of Contract Completion. Vote on motion:  Ayes:  Fox and Brouillette.  Nays:  None.  Motion carried. After due consideration, Supervisor Fox introduced, caused to be read and moved the adoption of the following: RESOLUTION WHEREAS, the Engineer’s Certificate of Contract Completion on the Onawa Drainage District, 11th Street Drainage Improvement Project in Monona County, Iowa is on file herein and has been tentatively accepted; and WHEREAS, October 29, 2024 was fixed as the date for hearing on the Certificate of Contract Completion; and WHEREAS, notice of hearing on the Certificate of Contract Completion was published and mailed to all the affected landowners as required by law; and WHEREAS, the hearing was held as scheduled on October 29,2024 and no objections or claims for damages were filed; NOW, THEREFORE BE IT RESOLVED by the Board Supervisors, Trustees of the Onawa Drainage District, Monona County, Iowa, as follows: 1. The Engineerís Certificate of Contact Completion is hereby accepted. 2. Final payment in the amount of $8,005.12 shall be made to the contractor thirty (30) days from the date of this hearing if there are no liens filed against this balance. Supervisor Brouillette seconded the motion to adopt the foregoing Resolution and, upon roll being called, the vote was as follows: Ayes:  Fox and Brouillette.  Nays:  None. Whereupon the Chairman declared the motion carried and the Resolution duly adopted. In response to the petition filed in the Barber Creek Drainage District for tree removal, Chairman Fox received an estimate from Derek Frahm for $3,500 to $4,000 for him to cut, grind and pile the trees. Also to spray the stumps, chemical included. The petition is for Grant Township 11-85-44, SW of Oak Avenue. It was moved by Brouillette, seconded by Fox to accept this estimate and to have the drainage office get ahold of Derek to get him set up as a vendor and to have him start the project as soon as possible. Derek will burn the piles when the weather is conducive to do so.  Vote on motion:  Ayes:  Fox and Brouillette.  Nays:  None.  Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman, Secondary Roads Shop Foreman Lucas Morton and Shawn Hamann were present for Secondary Roads business. Supervisor Fox introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 24-28 The Board of Supervisors advises and consents to the County Engineer’s recommendation to accept the quote from Transwest Trucks of Sioux Falls to supply one 2026 Western Star 47X Plow Truck to Monona County as specified.  The total cost is $297,505.00 Approved at 10-01-24 Board Meeting Date: October 29, 2024 Ayes: /s/ Bo Fox; /s/ Tom Brouillette Nays:           /s/ Bo Fox         Chairman, Board of Supervisor ATTEST: /s/ Peggy A. Tara Raman and Jill Anthony from Family Crisis Center presented to the Board the services that Family Crisis Center has provided to Monona County residents in the last twelve months and requested funding for FY 2025-2026. Discussion followed. No action taken. Present, along with the Supervisors and Auditor to discuss the Sheriff’s Department Memorandum of Understanding, were Sheriff Kevin Ewing, Deputy Auditor Kelly Parsley, and via phone Jack Reed, INCS. The Sheriff’s Department MOU was discussed. No action taken.
