MONONA COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 28, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, October 28, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Joel Bubke was present for public comment. He inquired about a maintainer sitting and waiting on the road by his residence. Discussion followed. No action taken. Wray Wright was also present. Secondary Roads Engineer Charles Bechtold and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to approve miscellaneous utility permit for Western Iowa Power Cooperative for a single phase 1/0 primary overhead line with upgraded poles and conductor starting at the intersection of L32 and 210th Street, going South for two miles along Hwy L32. They will be straightening line and shortening span length as well as replacing all lines in the project across L32 in Center Township (84N) (43W) section 36 and in Jordan Township (83) (43W) section 01. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were rock hauling, farm to market project, and maintainer school. No action taken. Due to lack of information, the main discussion on switching to Beacon was not held. Sandy Bubke, Zoning/Environmental Health Administrator, was present to discuss the Beacon contract for her office. Discussion followed. No action taken. Wray Wright was also present. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. Also present was Eric Sibenaller with ISG and Wray Wright. The contract agreement between Oliver Lake Lateral 1 and Armodus was signed. Bonds and insurance are all on file. Eric will arrange the pre-construction meeting with Armodus LLC this week and keep us updated on the progress. It was moved by Fox, seconded by Brouillette to have the drainage clerk run an ad in the Grapevine for interested trappers for the 2026 season. The ad will run for 2 weeks and has a deadline of 12-15-25 to have required paperwork into the drainage office. Vote on Motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. The Board asked Sibenaller to keep moving forward with all the projects and keep us posted. No action taken. Fox did ask Sibenaller to prioritize the McNeill Main Phase II project. The Board asked Sibenaller to contact Larry Huchison and Thomas Pekarek, both with McNeill Main Phase I concerns, and report back. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to reconvene the Board of Supervisorís meeting at 10:33 a.m. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Present for the approval consideration of the Beacon contract were Sandy Bubke, Zoning/Environmental Health Administrator, and Wray Wright. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table approval of Beacon until further information is received by the county. Chelsea Stoll, Versed HR, was present for the Union Negotiations closed session per Iowa Code 20.17(3). At 11:00 a.m. it was moved by Supervisor Brouillette, seconded by Supervisor Fox to go into closed session per Iowa Code 20.17(3). Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. At 11:24 a.m. it was moved by Supervisor Fox, seconded by Supervisor Phillips to come out of closed session. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None.
