MONONA COUNTY BOARD OF SUPERVISORS MEETING OCTOBER 14, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, October 14, 2025, in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Phillips, seconded by Supervisor Fox to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Keith Madsen was present for public comment regarding his fence being fixed because of the trees that were removed by Secondary Road. Discussion followed. No action taken. Charlie Persinger, Monona County Economic Development Director, was present to update the Board on events in the county. Discussion followed. No action taken. Secondary Roads Assistant to Engineer Bryan Phillips was present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve Iowa DOT preconstruction agreement regarding reconstruction of the Interstate 29 / Iowa 175 interchange. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were rock hauling and Purplewave auction. No action taken. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to recess the Board of Supervisorís meeting to convene as Drainage Trustees. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. Also present were Eric Sibenaller and Haley Toms, Engineers with ISG, Paige Gosch with Niewohner Construction, and Wayne Rock with Nelson and Rock Contracting. We received 6 bids for the Oliver Lake Lat 1 Open Ditch Repair Project: Nelson and Rock Contracting: $163,781.00 Lieber Construction: $199,305.00 LA Carlson Contracting: $153,270.50 Niewohner Construction: $95,132.00 Armodus Construction: $89,696.00 Adam Laubenthal: $102,940.00 A bid tab will be compiled by ISG and contract awarded next week. The Board, on its own motion and vote, duly carried, adjourned. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to acknowledge receipt of Monona County Clerk of Court Report of Fees collected for September 2025. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. The FY 2024-2025 State Audit Report was reviewed. No action taken.
