MONONA COUNTY BOARD OF SUPERVISORS MEETING NOVEMBER 7, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Thursday, November 7, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sheriff Kevin Ewing, County Attorney Haley Bryan, and Wray Wright were present for the discussion on the Memorandum of Understanding (MOU) for the Sheriff’s office. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to table the Sheriff’s Department MOU for further clarification. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman, and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve ten-year wage adjustment for longevity for Deleta Huffman. She will be going from $29.48 per hour to $29.58 per hour. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to approve accepting bids for a lowboy trailer. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve miscellaneous utility permits for Western Iowa Power Cooperative for a single phase 1/0 primary underground cable replacing existing overhead line that is in trees starting 465 fee North of the centerline of Hwy 37 going North for 530 feet on Olive Avenue. Cable will be plowed in East side of Olive Avenue a minimum of 48 inches deep in Belvidere Township (83N) (44W) of section 11. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Discussion items were rock hauling, safety, FEMA, auction items on Purple Wave, Foreman’s meeting and courthouse snow removal. No action taken. Amy Borchardt-Sick, Drainage Clerk, was present for Drainage business. Also present was Wray Wright. It was moved by Fox, seconded by Phillips to approve the drainage claims. The claims are on file in the drainage office. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Present, along with the Supervisors and Auditor for the response to the US Coast Guard’s plan to remove the 36 ATON (aids to navigation) on the Missouri River were Charlie Persinger, Monona County Economic Development Director, Wray Wright, and Sandy Bubke, Zoning/Environmental Health Administrator. A discussion was held about the Coast Guard removing the navigation aids. Charlie has drafted a letter for the Chairman to sign expressing the Board’s concerns regarding the removal of the ATONs. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to authorize the Chairman’s signature on letter to the US Coast Guard expressing concerns about the removal of the ATONs (aides to navigation). Supervisor Phillips attended EMS and 911 board meetings. He shared the information presented. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to acknowledge receipt of resignation letter from Susan Burgess as Franklin Township Trustee. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to appoint Katie Terry as Franklin Township Trustee. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve General Ledger Journal Entry to correct accounts for Zoning. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve wage increase for Josh Perlinger from a step two to a step three due to pilot certification. He will be going from $32.78 per hour with a $0.25 night shift differential to $33.08 per hour with a $0.25 night shift differential. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. BEFORE THE IOWA DEPARTMENT OF REVENUE HOOVER STATE OFFICE BUILDING DES MOINES, IOWA IN THE MATTER OF The Percentages of 2024 Actual Value of Residential, Agricultural, Commercial, Industrial, Railroad, and Utility Properties Subject to Taxation ORDER CERTIFYING PERCENTAGES FOR ASSESSMENT LIMITATIONS To all County Auditors of the State of Iowa: Pursuant to Iowa Code section 441.21(9), the Director of Revenue is required to certify annually to each county auditor the percentages of the actual value at which residential, agricultural, commercial, industrial, railroad, and utility properties are to be assessed for property taxes. The Department has computed the percentages in accordance with Iowa Code sections 441.21(4) and (5) for 2024. IT IS HEREBY ORDERED by the Department of Revenue of the State of Iowa that each county auditor shall apply the following percentages to the 2024 actual value of the following properties: 1) 73.8575% to the value of agricultural realty outside and within incorporated cities and towns in the county, excluding dwellings located on agricultural realty. 2) 47.4316% to the value of residential realty outside and within incorporated cities and towns in the county, including dwellings located on agricultural realty. 3) To the value of each property unit of commercial realty outside and within incorporated cities and towns: A. 47.4316% to the value of each property unit that exceeds zero dollars ($0), but does not exceed one hundred fifty thousand dollars ($150,000). B. 90.0000% to the value of each property unit that exceeds one hundred fifty thousand dollars ($150,000). 4) To the value of each property unit of industrial realty outside and within incorporated cities and towns: A. 47.4316% to the value of each property unit that exceeds zero dollars ($0), but does not exceed one hundred fifty thousand dollars ($150,000). B. 90.0000% to the value of each property unit that exceeds one hundred fifty thousand dollars ($150,000). 5) To the value of each property unit of railroad realty outside and within incorporated cities and towns: A. 47.4316% to the value of each property unit that exceeds zero dollars ($0), but does not exceed one hundred fifty thousand dollars ($150,000). B. 90.0000% to the value of each property unit that exceeds one hundred fifty thousand dollars ($150,000). 6) 100% to the value of utility property. IT IS FURTHER ORDERED that the values determined by application of the percentages ordered herein shall be the taxable value of such properties upon which property taxes will be levied in 2025 and payable in the fiscal year commencing July 1, 2025 and ending June 30, 2026.
