MONONA COUNTY BOARD OF SUPERVISORS MEETING NOVEMBER 25, 2025 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, November 25, 2025 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette. Supervisor Absent: Vince Phillips. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda with adding Resolution 2025-34 Collection of Certain Property Taxes and removing the second Acknowledge Receipt of Manure Management Annual Update for Terry Mann Facility #59765. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Secondary Roads Engineer Charles Bechtold, Secondary Roads Maintenance Shop Foreman Lucas Morton, and Wray Wright were present for Secondary Roads business. Bid opening for the tandem axle semi tractor were from Cornhusker International for a 2027 International LT625 for $153,180. I-Sate Sioux Falls bid was for a 2027 Freightliner 114SD for $132,584. Peterbilt bid was for a 2027 Peterbilt 567 for $144,213 and $146,173. Reese Mackís bids were for a 2027 Anthem 64T for $151,471.97 and $139,787.63 for a 2027 Pinnacle 64T. I-State Sioux City bids were for a 2027 Western Star 47X for $143,655, a 2027 Western Star 47X automatic for $145,051, and a Western Star 47X for $145,433. Truck Center bids were for a 2027 Western Star for $141,974 and for a 2027 Freightliner 114SD for $128,311. A bid tab will be tabulated, no action taken. Discussion items were Purple Wave, Ute box culvert construction project, proactive interstate closure, courthouse snow removal, snow removal for Castana, and Iowa DNR drinking water pipeline project. No action taken. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to recess the Board of Supervisor’s meeting at 10 a.m. to convene as Drainage Trustees. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Amy Borchardt-Sick and Ashley Brown, drainage clerks, were present for drainage business. Also present: Eric Sibenaller, Engineer with ISG, and Wray Wright. Oliver Lake Lat 1: the contractor is done with excavating and was doing the seeding yesterday, completing seeding today. Bo Fox spoke with Tim Hodgson and asked him to get with the other 2 board members to see if they will pay to load and haul the rip rap beyond the 40 ton agreed upon. There was a surface drain the contractor couldn’t locate the outlet for. Once located it was found to be rusted out. It will need to be replaced. This will result in a change order # 1 for $4,200.00. This covers the cost of the 70 ft tube and installation. It was moved by Fox, seconded by Brouillette to approve the change order for $4,200.00. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Secondary roads will take the spoils on the south side of the Oliver Lake Lat 1 Ditch. The contractor will spread the spoils on the road and Secondary Roads Department will spread them out per Dave Brown. Due to the weather, it was moved by Brouillette, seconded by Fox to wait until spring to spread the spoils with the deadline being March 1st, weather permitting. Dave Brown is okay with this timeframe. It was moved by Fox, seconded by Brouillette to approve the pay app # 1 for the work done through November 24th, to Armodus for $28,346.40. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. McNeill Lat 8: Eric will get with Secondary Roads to see if they want to purchase the tube under the driveway and have our contractor put it in at the time of the cleanout. He will report back. It was moved by Fox, seconded by Brouillette to proceed with the cleanout project and to have the contractor do the ìone callî to Sunoco about the tube that will be exposed. If Sunoco wants us to install the flexamat and bill them for the mat and installation, they can let us know at the time of construction. To date, we have not heard back from them on said matter. ISG will send out for quotes today, to be returned to them by December 5th for the cleanout project. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Gray Lat C: ISG received 3 quotes back for the cleanout on Gray Lat C, from the Heisterkamp petition. Johnston Excavating LLC, $20,325.00, Niewohner Construction, Inc, $31,500.00 and LA Carlson Contracting, Inc for $23,947.00. It was moved by Fox, seconded by Brouillette to award the contract to the low bid of Johnston Excavating, Inc for $20,325.00. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Motion carried. Johnston will start asap. Eric will look at sending quotes out again for the FEMA projects on Barber Creek and Maple River Lat 1 combined as one project. The Board, on its own motion and vote, duly carried, adjourned. Motion was made by Supervisor Brouillette, seconded by Supervisor Fox to reconvene the Board of Supervisorís meeting at 10:30 a.m. Vote on motion: Ayes: Fox and Brouillette. Nays: None. Abby Riesberg, Treasurer, was present for consideration of tax abatement for a building on lease land and to correct a split that was done incorrectly. Wray Wright was also present. Supervisor Brouillette introduced and moved for adoption the following Resolution, seconded by Supervisor Fox: RESOLUTION 2025-32 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the Monona County Treasurer that a parcel taxed as a building on leased land, Parcel #8543-29-3-99-501, owned by Jeff Hofferber has delinquent taxes payable for 2018-2022 totaling $114.00 plus penalty and costs, and; WHEREAS, the administration in accordance with Chapter 435.25(3) is impractical to collect, the County Treasurer has asked the Board to abate these taxes by resolution. BE IT HEREBY RESOLVED that the past yearsí taxes concerning Parcel #8543-29-3-99-501 are hereby abated. Passed and approved this 25th day of November 2025. Rolph, Auditor Supervisor Brouillette introduced and moved for adoption the following Resolution, seconded by Supervisor Fox: RESOLUTION 2025-33 RESOLUTION FOR ABATEMENT OF CERTAIN PROPERTY TAXES WHEREAS, the Monona County Board of Supervisors has been advised by the Monona County Assessor that a correction, due to an error in assessment, is needed and WHEREAS, the administration, in accordance with Chapter 443.19 states that no failure of the owner to have such property assessed or to have the errors in the assessment corrected, the County Assessor has asked the Board to abate the taxes by resolution. WHEREAS, per Iowa Code 445.60 Refunding erroneous tax state that a refund shall not be ordered or made unless a claim for refund is presented to the Board of Supervisors. Such claim has been presented to the Board of Supervisors. BE IT HEREBY RESOLVED that 2024 taxes collected in 2025-2026 were $112. Ricky L. Moore Living Trust paid $895 on parcels JOWM #8343-21-2-00-003 and 8343-21-2-25-003. $783 is hereby credited to parcel JOWM #8343-17-4-75-001. Passed and approved this 25th day of November, 2025.
