MONONA COUNTY BOARD OF SUPERVISORS MEETING NOVEMBER 19, 2024 The Monona County Board of Supervisors met in regular session at 8:30 a.m. o’clock on Tuesday, November 19, 2024 in the boardroom of the courthouse in Onawa, Monona County, Iowa with Chairman Fox presiding. Other Supervisors present: Tom Brouillette and Vince Phillips. Supervisor Absent: None. Also present was Auditor Peggy A. Rolph. Motion was made by Supervisor Fox, seconded by Supervisor Brouillette to approve the agenda. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Sheriff Kevin Ewing was present for Sheriff’s Department MOU approval. Also present was Wray Wright. Motion was made by Supervisor Fox, seconded by Supervisor Phillips to approve the Memorandum of Understanding for the Sheriff’s Department. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Stephanie Henrich, Executive Director Center Against Abuse & Sexual Assault (CAASA), was present to request funding for FY2026. Also present was Wray Wright. No action taken. Secondary Roads Engineer Charles Bechtold, Secondary Roads Office Manager Deleta Huffman and Wray Wright were present for Secondary Roads business. Motion was made by Supervisor Brouillette, seconded by Supervisor Phillips to acknowledge receipt of resignation from Scott Fox as Operator III West Shop. Motion carried. Supervisor Phillips introduced and moved to adopt the following Resolution, seconded by Supervisor Brouillette: RESOLUTION NO. SR 24-34 The Board of Supervisors consents to adjust salary of Maintenance Shop Foreman to equivalent of Area Road Foreman Salary. Current Classification: Maintenance Shop Foreman (Effective 07-23-2023) Current Salary: $61,800.00 Yearly Proposed Salary: 64,590.43 Yearly The Maintenance Shop Foreman is a management, salaried and exempt from overtime. A Maintenance Shop Foreman will not be paid overtime for work over 40 hours in a week; work in excess of 40 hours may be required at times to ensure appropriate performance of essential job functions. Holidays, vacation, personal leave, and sick leave will be the same as outlined in the Monona County Handbook. A Maintenance Shop Foreman is expected to give 4 weeks minimum notice before resignation or retirement. Discussion items were FEMA, site visit to Peters Park, equipment, Purple Wave Auction, and Foreman’s meeting. No action taken. Amy Borchardt-Sick and Tammy Blinde, Drainage Clerks, were present for Drainage business. It was moved by Phillips, seconded by Fox to have an Informational Meeting for the McNeill Inter-County Drainage District, Main open Ditch Project, Monona and Harrison Counties, Iowa on Tuesday, December 17, 2024 at 10:00 a.m. at the Onawa Public Library, 707 Iowa Ave, Onawa, Iowa. The notice is to be published in the Grapevine and Democrat for 2 weeks prior to the Informational Meeting. Vote on motion: Ayes: Fox, Brouillette and Phillips. Nays: None. Motion carried. Supervisor Fox administered the oath of office to Haley Bryan, County Attorney. She was newly elected to fill a vacancy. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on oath of office for Misty Kepner, Legal Assistant/Paralegal for the County Attorneyís Office. Vote on motion: Ayes: Fox, Brouillette, and Phillips. Nays: None. Motion carried. Motion was made by Supervisor Phillips, seconded by Supervisor Brouillette to authorize the Chairmanís signature on oath of office for Jodi Phipps, Legal Assistant/Paralegal for the County Attorney’s Office.
